While Andreas Humbs (Greens), probably the most passionate cyclist in the local council, first underlined the need to improve the four bicycle parking spaces for a total of 208 bicycles, CSU man Alexander Feicht questioned this.

According to Humbs, some of the bike racks are occupied by locked front tires because the remaining parts of this vehicle were stolen.

Others are bent.

"Here, at most of the parking spaces, there is no way to lock the bike to the frame, which prevents citizens from arriving with higher-quality bikes," says Humbs. “In the morning and evening, especially in winter, the bicycle parking facility is dark and confusing because there is no lighting. This affects the feeling of security and makes it difficult to use a bicycle lock, ”added Humbs.

"From the first research on the ownership structure of the exits to the platforms, it emerged that this property is owned by the railway," wrote the Greens in their application to the municipality to apply for the railway's support program "Bike and Ride" ". But Mayor Dieter Kugler (CSU) categorically rejected this. “It cannot be the task of the congregation to ensure proper lighting here,” said the commune chief, not least because of less good experience in the interaction between congregation and railway. According to Kugler, the municipal administration indicated that there was no concrete statement on the part of the railway about the assumption of costs. While the Greens' request speaks of a 10 to 15 percent community share, the DB website says thatthat the municipality usually bears 30 percent of the eligible costs.

The following information is given for third-party funding: The standard funding rate is a maximum of 40 percent.

You can also apply for: Ten percentage points for applications by December 31, 2021 and 20 percentage points for applications with bicycle parking facilities that are set up within a radius of 100 meters from the train station or a train stop.

"This means that a maximum of 70 percent funding can probably be assumed, so that the municipality would have to calculate with a 30 percent contribution," said the mayor.

The proposed resolution proposed by the Greens could not be implemented in this way, "since the so-called gross principle applies under budget law and therefore the total costs must always be applied".

Kugler also pointed out that funding from the railways would only be possible if further bicycle parking spaces were created in addition to the 208 existing ones.

How many parking spaces that would have to be has not yet been found out.

What gives several council members to think about: According to the DB website, the operating costs are the responsibility of the municipalities as operators and owners of the facilities.

The community would also have to take care of the removal and storage of the orphans' and scrap bikes.

The community chief spoke of "insanity" and "cheek", how the railway is trying to shift its responsibilities to the communities and is demanding a processing fee of 950 euros for this.   

Since the roofs of the bicycle parking facilities are still good, it must also be clarified to what extent a partial renovation would be funded.   

The railway advertises row bracket systems, double-sock systems, collective locking systems and standard roofing.

“It's not so good to build two-story,” believes the community's bicycle officer, Georg Niederschweiberer.

Vice-Mayor Arthur Stein (Greens) expects the new parking facilities to strengthen local public transport.

It is important to him to submit the funding application as soon as possible so as not to lose any funds.

“But when you apply, you have to know what you want,” countered Kugler.

In the end, it was agreed to for the time being not to apply for the “Bike and Ride” funding program, but to get answers to the open questions from the railway as soon as possible, in order to be able to send off an application after all.
