The tone is getting rougher: criticism of "monologues"

The Peißenberg building committee usually deals with building projects or traffic issues.

But the most recent meeting also debated the general culture of discussion - and with sharp criticism.

- The climate in the local council has become noticeably harsher.

Fronts have built up - between individual parliamentary groups, but also between individual municipal councils and the town hall administration.

Especially in the meetings of the building committee it crackles regularly - this is particularly noticeable between building authority manager Bernhard Schregle and Jürgen Forstner, the parliamentary group spokesman for the Free Voters (FW).

The two have good rhetoric and sometimes have lengthy speeches.

This was also the case in the most recent meeting, when Forstner followed up on the FW request for a speed limit on parts of the through-town.

In his opinion, the substantive demands were not properly discussed, but the topic of "Tempo 30" was nipped in the bud.

As already reported, the town hall administration had carried out a legal check with the police.

According to the road traffic regulations, it is not possible to reduce the speed while driving through town.

There would only be a small loophole for one lane in the Rigi-Center area.

"That bothers me. We have to think about how we can handle it in the future."

So far so good. After Forstner's request to speak and his criticism of the discussion of the FW application, the microphone lamp lit up at Stefan Rießenberger's committee. The parliamentary group spokesman for the citizens' association spoke on the example of Jürgen Forstner ("He is very open to discussions") on a general topic. Accordingly, one has to think about how to give the debates on important topics the necessary time. In most of the meetings, the agenda is “just about finished - or not”. When the time has already progressed, one often has scruples about speaking up: “That bothers me,” explained Rießenberger: “We have to think about how we will handle it in the future.” His suggestion: It should be on important issues Give special sessions in which you can "discuss matters in peace".

"Everyone should consider how long to talk to us"

Bernd Schewe's analysis was somewhat different: The SPD municipal council emphasized that one should indulge in a culture of discussion. But this also means that you don't have to listen to “monologues” by “two or three people” until you are “tired”. “Everyone should also think about how long to talk to us,” criticized Schewe. Most of the time, you would “get what the other person wants after the first time”. The SPD municipal council did not name any names, but it was clear that he was referring to Jürgen Forstner, among others. Schewe brought a limitation of speaking time into play, and a motion for a point of order is conceivable if necessary. “Otherwise the annoyance will remain that way. So maybe we would manage to cope with our time despite the discussions. "

Mayor Frank Zellner (SPD) pointed out, however, that the agendas are not artificially inflated: "The topics are there and they have to be worked on." inside. Zellner does not stifle the discussions, he allows the discourse. Before each decision is made, he asks again explicitly whether there are still requests to speak in the group. The Market Council's rules of procedure provide for a time limit of 10 p.m. for the meetings, which usually start at 6:30 p.m. However, this can also be deviated from if the committee decides.
