He added: In the face of this difficult reality, there was a bright side, as great efforts were made and important successes were achieved, whether at the medical level or at the level of human solidarity that some countries showed. Whoever deals selfishly and ignores the needs of others, thinking that he lives on an isolated island, but the worst of this and that is the one who persisted in his coercive economic measures imposed unilaterally on a number of countries and peoples that do not follow his path, despite all the catastrophic effects left by that, ignoring all the appeals that Launched by the United Nations and humanitarian organizations to lift or ease these measures.

Al-Miqdad explained that it is not a secret to anyone that Syria was one of the countries most affected by terrorist acts and crimes that took place with military, financial, media and logistical support by countries known for their support of terrorism, which killed innocent people, abandoned the safe, destroyed infrastructure, stole the country's resources and caused humanitarian crises in a country that was proud of its achievements. achieved by his people in various fields, where development rates reached more than 9.5 percent in the year 2010 prior to the start of the terrorist war on Syria, pointing out that thanks to the sacrifices and heroisms of our people and our army, and with the help of friends and allies, we have achieved exceptional achievements in confronting and eliminating this terrorism, and history will record that the Syrian people did not He defends not only himself, his homeland and his civilization in his struggle against terrorism, but he also defends all of humanity.

Miqdad stressed that Syria will continue its battle against terrorism until all its lands are cleansed of it and the authority of the state is restored and security and stability restored to all parts of the country. Everyone who bets on terrorism and invests in it knows that his bet is a loser and destructive, because this terrorism will revert to it sooner or later and the innocent will pay the price for it, as happened in different countries. He is detached from reality and believes under the illusion that he can turn back the clock and that his money can cover his failure and crimes, or that his continued investment in terrorism in Syria can achieve the goals of his masters.

Miqdad indicated that Syria dealt seriously and positively with the meetings held in the Astana format, in the hope that this would contribute positively to the battle against terrorism and restore security and stability in Syria, but the Turkish regime is still providing evidence after another that it is not committed to the Astana outcomes and the Sochi understandings related to the Idlib region, in addition to His continued support and protection of terrorist organizations present there, especially the “Al-Nusra Front,” which is on the Security Council’s list of terrorist entities, has turned this area into a reservoir for foreign terrorists, according to the reports of specialized committees in the Security Council itself.

Al-Miqdad pointed to the war crimes and crimes against humanity committed by the Turkish regime in the lands it occupies in Syria, whether through the policies of “Turkization”, forced displacement and assault on the people of those areas who reject this occupation, or through collective punishment by deliberately and repeatedly cutting off water for more than a million citizens In the city of Hasaka and its western countryside, in addition to reducing the level of the Euphrates river flow to less than half of the rates agreed upon between the two countries under the 1987 agreement, with the serious humanitarian, environmental, health and agricultural repercussions that this causes, which requires urgent and serious intervention from the Security Council and the United Nations General Secretariat to stop These violations and crimes are immediate.

It also facilitated the launch of the work of the Constitution Discussion Committee through its contribution to reaching an agreement on the composition of the committee and its rules of procedure, and that this process should be under the ownership and leadership of Syria and without external interference, based on the principle that The constitution and everything related to it is a Syrian-Syrian matter, decided by the Syrians themselves. Al-Miqdad reiterated Syria's affirmation that the use of chemical weapons under any circumstances and by anyone, at any place or time is completely condemned and rejected. Therefore, it voluntarily joined the Convention on the Prohibition of Chemical Weapons and fulfilled, during a record period, all obligations resulting from this accession, and was keen on continuous cooperation with the OPCW. Al-Miqdad clarified that “Israel” has continued its occupation of an expensive part of Syria, the Syrian Golan, since 1967. Therefore, Syria reaffirms its firm adherence to its right to restore the entire occupied Golan up to the June 4, 1967 line, and that all the measures taken by “Israel” are the occupying Power. To change its natural and demographic features or impose its authority on it is null and void and has no legal effect under international law and relevant United Nations resolutions, especially Security Council Resolution No. 497 of 1981.

Miqdad pointed out that it has become unacceptable the continued inability of the United Nations and the international community to compel Israel to implement the resolutions of international legitimacy and stop its grave violations of human rights and international humanitarian law, especially settlements, support for terrorism, racial discrimination, arbitrary detention against the people of the occupied Golan and the theft of its natural resources, in addition to its repeated attacks. Miqdad indicated that despite everything that happened in Syria during the past years, the question of Palestine remained its central national issue, and it would spare no effort to stand by the brotherly Palestinian people in their struggle to restore their occupied lands and all their legitimate rights, especially their right to establish their independent state with Jerusalem as its capital and grant it full membership. At the United Nations and the right of Palestinian refugees to return to their homes in accordance with international law and relevant United Nations resolutions, it also calls on Syria to stop war crimes and crimes against humanity committed by the Israeli occupation authorities in the occupied Palestinian territories, especially murder, settlements, sieges, arbitrary detention, forced displacement and racial discrimination, accusing the countries that support “ Israel” is responsible and responsible for the continuation of these crimes.
