compensate all EU consumers, including those residing outside Germany, victims of the Dieselgate scandal

To date, remembers Brussels, Volkswagen has agreed to compensate only EU consumers residing in Germany when purchasing the car, believing that voluntary payments to European consumers residing outside Germany were not justified as the affected cars have been modified to meet legal requirements.
