Communications Minister Yoaz Handel passed the reform in the Knesset on first reading.
As part of the amendment to the law, several structural changes will be made, one of the main ones being the opening of the letter market to full competition.
The reform will allow postal permit holders to enter this field of activity, which until now was exclusively by Israel Post.
As part of the reform, the Israel Postal Company will also be given administrative flexibility, in order to allow it full freedom of action to develop additional services and expand its business.
It will also be given flexibility in tariffs, but minimum and maximum prices will be set to ensure fair prices to the public.
The reform will also include anchoring extensive supervisory and enforcement powers in the postal market.
The complementary reform will include improving the service to the public, while making the services accessible through direct and online channels.
Handel, who introduced the law in the plenum, said: "We are starting a correction that should have been made a long time ago. Israel Post is a company that affects us all, but the fact is that many are not happy with the service it provides. The list of complaints I receive is huge "Waiting times are exceptional. This is a reality I am not prepared to accept."

The Minister added: "It is possible to turn the post office into a company that competes and profits in a competitive market. Our main task is to create postal tools and capabilities to compete in the free market and remove unnecessary restrictions. Allow flexible employment capabilities, produce effective incentive mechanisms That can be attractive to investors. "
Handel also said that "the change I'm talking about must be produced. "The first-reading reform, which includes opening the postal market to competition, freeing the shackles of regulation on the one hand and expanding enforcement tools on the other, is the infrastructure that will enable the revolution in postal services."
