The Hong Kong government has established cooperation mechanisms with the Pan-Pearl River Delta, Beijing, Shanghai, Fujian and Sichuan. The "Policy Address" stated that the government is working hard to establish a "new mechanism for high-level cooperation between Hubei and Hong Kong" with Hubei Province.
