Chief Executive Carrie Lam announced a new policy address today (6th). In the report, he pointed out that in the past more than half a century, in order to meet the needs of Hong Kong's population growth and economic development, the government has carried out a lot of urban planning work, including early Tsuen Wan and Sha Tin , Tai Po, Tuen Mun and other new towns, as well as new development areas such as Kwu Tung North/Fanling North, Hung Shui Kiu/Ha Village in recent years.

These planned developments are very effective, but they also have shortcomings, such as failing to achieve the goal of job-living balance and self-sufficiency.

She pointed out that in recent years, the pan-politicization of parliament and deliberate confrontation and confrontation with radical "anti-government" people have made urban planning work difficult, seriously hampered economic and social development, and created outstanding livelihood problems.

With the implementation of the "Hong Kong National Security Law" and the improvement of the SAR electoral system, Hong Kong has changed from chaos to governance and ushered in a new situation that can focus on the economy. The SAR government should show its foresight and courage and actively plan for the future of Hong Kong.

Lam Cheng Yuet-ngor also pointed out that he now proposes to build the northern part of Hong Kong into a metropolis that is livable, industrial and touristic, and to open up more land for residential and industrial development.

This 300-square-kilometer metropolitan area covers the Shenzhen Port Economic Belt from west to east and the deeper hinterland. It will enjoy the benefits of complementary and integrated development of Hong Kong and Shenzhen, and help Hong Kong better integrate into the overall development of the country.

The northern metropolitan area will build an international innovation and technology center, and create a unique urban landscape of "the combination of urban and rural areas, and the coexistence of development and conservation."

The Victoria Harbour Metropolitan Area, which supports Hong Kong as an international financial center, will also be expanded to include the "Lantau Tomorrow Vision" artificial island island reclamation.

These two metropolitan areas located in the north and south of Hong Kong will be able to provide a large amount of land, improve the spatial layout of Hong Kong, go hand in hand, reflect each other, and promote the future development of Hong Kong.

She also pointed out that the government will implement the concept of financial services for the real economy from 2020 to 2021. It will introduce a two-tier profits tax system, additional tax deductions for R&D expenditures, and tax incentives to attract specific industries to develop in Hong Kong; issue government green bonds and silver Bonds, the launch of the "Public Annuity Plan", the revision of the listing system to cater to the needs of new-economy companies, etc.
