According to sources, the policy address will announce the proposal to add a MTR station at Pak Shek Kok. This will not only help ease the traffic in the area, but also benefit the development of the Science Park, which is in line with the general direction of Hong Kong's promotion of innovation and technology industry.

The Pak Shek Kok New Development Area is located between Shatin and Tai Po. It has been developed into a residential area since 2012. When the government formulated the Railway Development Strategy 2014 in the early years, it commissioned an engineering consultant to assess the Pak Shek Kok Station and Science Park. It was concluded that there was not enough transportation demand to support the construction of a new MTR station, and Pak Shek Kok Station was therefore not included in the railway development strategy.
However, in recent years, with the completion and occupation of Providence Bay, Mayfair Bay, Sea Sun Bay and Landor, the traffic in the area has become overwhelming.
