2021-10-06T14:13:20.788Z

Chief Executive Carrie Lam Cheng Yuet-ngor announced today (6th) the last "policy address" of this term. The land supply problem in Hong Kong is imminent. Together with the central government's high-profile concern about housing, it is expected that housing policy will be the focus of the policy address.

Chief Executive Carrie Lam Cheng Yuet-ngor announced today (6th) the last "policy address" of this term. The land supply problem in Hong Kong is imminent. Together with the central government's high-profile concern about housing, it is expected that housing policy will be the top priority of the policy address, and the focus will fall. The large-scale development of the North of the New Territories includes the development of residential buildings, increased transportation infrastructure, and construction of railways to connect Shenzhen Qianhai and Huanggang. As Carrie Lam said yesterday, the report will focus on the future, integrate into the overall development of the country, and respond to the public's hope that the government can solve the housing and land problems. .

"Hong Kong 01" live broadcast Carrie Lam's policy address.

To promote major reforms, the "command" is also the core. It is expected that Carrie Lam will announce the reorganization of the government, including the reorganization of the Transport and Housing Bureau and the Development Bureau, the establishment of the Culture, Sports and Tourism Bureau, and the transfer of the Commerce and Economic Development Bureau and the Food and Health Bureau. Some of the functions of the Bureau include the Environment Bureau and the Home Affairs Bureau, as well as whether the Hong Kong version of the "Development and Reform Commission" will be established to cater for the development of the Mainland. These are the focal points.

Customs clearance with the Mainland is imminent. Carrie Lam will explain how to promote Hong Kong to meet the Mainland's "switching" requirements for Hong Kong people within a few months.

As for the sugar delivery expectations, she announced yesterday that it will be "frozen" today.

[12:31] About two-thirds of Hong Kong’s greenhouse gas emissions come from power generation, followed by the transportation sector and waste, accounting for 18% and 7% respectively.

Our carbon reduction efforts must focus on these three aspects, with the ultimate goal of "net-zero power generation", zero carbon emissions in the transportation sector, and carbon neutrality through waste treatment.

To achieve "net zero power generation" by 2050, the first step is to change the fuel mix of local power plants.

Our mid-term goal is to stop using coal for daily power generation by 2035.

This goal is not unattainable, because the proportion of coal in the current fuel mix for power generation has been reduced to less than a quarter.

Power companies must continue to phase out coal-fired generating units and replace coal-fired power generation with natural gas and renewable energy.

The government will try its best to overcome the geographical restrictions of Hong Kong, vigorously promote the development of renewable energy, and strive to increase the proportion of renewable energy in power generation fuels by promoting local projects, regional cooperation and joint investment.

[12:27] Speed up land supply:

1. Take a closer look at the "Green Belt": About 30% of the 210 plots of land currently undergoing rezoning involve the "Green Belt", but only 2% of the approximately 16,000 hectares of "Green Belt" in Hong Kong.

As many "green belts" have lower ecological value than country parks, the development potential of "green belts" can be further examined.

The Planning Department will systematically conduct a new round of "greenbelt" reviews, focusing on sites with higher slopes and longer distances from the built areas. It is expected that the screening will be completed in the middle of next year and technical studies will begin soon.

As for the development of wetlands and wetland buffer zones, they will be dealt with in the "Northern Metropolis Development Strategy";

2. Release of ancestral halls in the New Territories: Although there are no official figures, there are many ancestral halls in the New Territories for development.

At the "Policy Address" consultation meeting, I received many comments that the "New Territories Ordinance" should be amended to relax restrictions on the sale of ancestral halls and provide a reasonable mechanism to deal with the problem of managerial vacancies.

I agree that we can consider revising the New Territories Ordinance to deal with the current dilemma of the difficult development of the ancestral hall in a pragmatic manner on the premise of respecting the traditions of the ancestral hall and protecting the reasonable rights and interests of the ancestral hall members.

The Secretary for Home Affairs will set up a working group with the Heung Yee Kuk in the New Territories to work with the Development Bureau and other departments to complete the review and formulate specific amendment proposals within one year;

3. Extending the standardization of land premiums to land in the New Territories: As the market and the industry reacted positively to the pilot plan to use the "standard amount" for the redevelopment of industrial buildings, four redevelopment projects have so far accepted the "standard amount" of land premiums. Amount.

The Development Bureau will extend the "standard amount" premium model to the original site land exchange application under the "enhanced version of the traditional new town development model" in the new development area.

The Development Bureau and the Lands Department will work out the details of the plan, with the goal of launching it in the first quarter of next year; and

4. The two existing measures to revitalize industrial buildings, including relaxing the plot ratio for redevelopment of old industrial buildings and waiving the land lease waiver fee for the entire building conversion, will be extended to October 2024.

As for the "Land Sharing Pilot Scheme", we encourage interested parties to apply as soon as possible before the deadline for applications in May 2023.

[12:23] In order to ensure a continuous supply of land after ten years, we are actively advancing the Kau Yi Chau artificial island reclamation project and related research on multiple development areas in the northern New Territories.

In terms of near-shore reclamation, the Development Bureau will review the Lung Kwu Tan reclamation area of approximately 220 hectares and the planning of the Tuen Mun West area of approximately 220 hectares. Engineering research and review of different development options to determine the way forward.

The government will also restart the Ma Liushui reclamation project, which will mainly provide land for innovation and technology.

In addition, through a number of projects to relocate government facilities to caves, it is expected that more than 40 hectares of land will be freed up for housing and other beneficial uses from 2027.

Depending on the research results of the project and the assumed residential plot ratio of 4 to 6.5, the ongoing large-scale projects and planned projects are expected to provide about 400,000 to 500,000 public and private housing units in the medium to long term.

Coupled with the new development land available for the construction of 165 000 to 186 000 housing units in the "Northern Metropolitan Development Strategy", the supply in the next ten to fifteen years after 2031-32 can be as high as 565 000 to 686 000.

How much land Hong Kong lacks is an unavoidable question, because this estimate will dominate Hong Kong's spatial development strategy.

The Secretary for Development will publish the final report of "Hong Kong 2030+" later.

The updated research appropriately reflects the opportunities brought by many national strategic plans for Hong Kong, the needs of future economic and social development, and the citizens' expectations of the living environment.

The final estimate shows that the land shortage in Hong Kong from 2019 to 2048 is about 3,000 hectares.

Through the successful promotion of various new development areas and reclamation projects, as well as the promotion of the northern metropolitan area, we are confident that we will find the lack of land in the medium and long term.

[12:17] In the next ten years (that is, from 2022-23 to 2031-32), the government has found about 350 hectares of land, which can build about 330,000 public housing units, which is slightly higher than the figure announced last year and is enough to satisfy The estimated demand for 301,000 public housing units during the ten-year period.

The Transport and Housing Bureau will give details in the 2021 Annual Progress Report of the Long Term Housing Strategy to be published at the end of this year.

In terms of private housing, including railway property development, we strive to prepare about 170 hectares of land in the next ten years and provide the market with land for the construction of about 100,000 units through land sales or railway property tenders.

The figures do not take into account the Urban Renewal Authority (URA) projects and other private land development projects.

Coupled with the government's determination to further streamline land development procedures, we are confident that the supply of land for private housing can remain stable.

The Housing Authority has been reviewing and considering whether to rebuild individual old housing estates in accordance with existing policies and actual conditions.

Seeing that there are suitable relocation resources in Sai Wan Village and Ma Tau Wai Village, and the redevelopment of the original site has the potential to supply more units, I will invite the Housing Authority to study the redevelopment of these two old housing estates, which are about 60 years old, under suitable conditions. The village, with the cooperation of the Development Bureau, strives to include surrounding land in the reconstruction site, so that more public housing units can be built on these two rare urban areas to meet the demands of the public.

In order to alleviate the situation of families unable to "go upstairs", the current government has broken through its thinking and introduced transitional housing.

Transitional housing requires a tripartite cooperation between civil and commercial officials. While the NGOs responsible for preparation and operation provide suitable housing, they also introduce measures to help neighbors and support employment. This is a good example of building social capital.

The Transport and Housing Bureau has found enough land to provide the 15 000 units originally promised. Recently, private land owners have expressed their interest in participating in the plan. I now propose to provide an additional 5 000 units so that the overall supply can increase in the next few years. To 20,000, and increase the funding of related funding schemes to 11.6 billion yuan.

In addition, under the pilot cash allowance scheme, as of the end of August, we have distributed allowances to about 30 000 eligible general public housing applicants, accounting for about 50% of the eligible applications received.

If passed by the Legislative Council, the "Subdivided Housing" Rent Control Ordinance will come into effect in January next year to provide reasonable and effective protection for "Subdivided Housing" tenants.

[12:07] The tourism industry has been hit hard by the epidemic and is still in a difficult situation; in addition to supporting the industry, we must also prepare for recovery.

In the past four years, the current government has launched a number of measures and projects in accordance with the "Hong Kong Tourism Development Blueprint" announced in 2017, including the establishment of a statutory Tourism Regulatory Authority; strengthening the promotion of cultural, historical, green and creative tourism projects; completing the cruise industry development strategy Planning; and promoting different events and exhibition activities.

The government will continue to implement a number of measures to consolidate Hong Kong's status as a model core area of "one journey, multiple stops" and an international city tourism hub.

Relevant work includes continuing to deepen cooperation with cities in the Greater Bay Area, establishing a tourism brand in the Greater Bay Area, and striving for more grand events and conventions and exhibitions to be held in Hong Kong through various funding and promotion schemes.

[12:00] The construction of a three-runway system to increase passenger volume is a strategic investment to strengthen the competitiveness of Hong Kong International Airport. It is also an important infrastructure facility in our vision of transforming from a "city airport" to an "airport city".

The reclamation project of about 650 hectares has been roughly completed, and the 3,800-meter-long new runway has been paved earlier. The goal is to open the third runway next year. The entire three-runway system project is expected to be completed in 2024.

The Hong Kong Airport Authority (AA) has also launched a number of projects to improve airport efficiency and passenger experience, and a number of high-end logistics projects in response to the rapid development of cross-border e-commerce in the region are also proceeding at full speed.

With the support of the Central Government and Guangdong Province, the "Policy Address" proposed to make good use of the Hong Kong-Zhuhai-Macao Bridge and strengthen the cooperation between the two airports of Hong Kong and Zhuhai, and the AA will buy shares in Zhuhai Airport under market-based rules.

When the SAR government is actively following matters concerning the entry of shares, it also hopes to jointly build a high-end aviation industry cluster in Zhuhai with Guangdong Province, such as aircraft maintenance engineering, aircraft component production and distribution, and aircraft engineering professional research; Hong Kong International Aviation Institute ( Aviation Academy) can also cultivate technical professionals for the aviation industry in Hong Kong, Zhuhai and the Greater Bay Area.

[11:54] The expansion project of the Science Park is proceeding at full speed to provide more space for technology companies and start-ups.

To plan ahead, I suggest that the government should immediately study the expansion of the Science Park.

To this end, the government will restart the Ma Liushui reclamation plan, together with the relocation of the Sha Tin Sewage Treatment Plant to the caverns to vacate the site, providing a total of 88 hectares of new land.

Different from the original proposed residential use, we suggest that the newly added land can be used mainly for innovation and technology development, and strengthen the eastern corridor area to use innovation and technology as the main economic function.

Taking this opportunity, we agree that the public transport connection between Pak Shek Kok and Science Park should be improved.

The Government will invite the MTR Corporation Limited (MTR Corporation) to study the construction of a new East Rail Line Science Park/Pak Shek Kok Station based on the site of the Education University of Hong Kong (Education University) Sports Center at Pak Shek Kok. Earlier in the morning, it was requested to reset the sports center to a location near the university headquarters for the convenience of students.

The government will also make good use of the development potential of the station site and adjacent land to provide more housing and parking spaces, shops and public facilities needed by residents in the district.

I have instructed the Development Bureau, the Transportation and Housing Bureau and the Education Bureau to work with the MTR Corporation and the University of Education to promote the relevant projects.

We are studying speeding up the construction of the Hong Kong-Shenzhen Innovation and Technology Park in the Lok Ma Chau Loop.

In addition, the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone (Shenzhen-Hong Kong Science and Innovation Cooperation Zone) is progressing well in the "One District, Two Parks".

In the long run, under the "Development Strategy", the Hong Kong-Shenzhen Innovation and Technology Park and the Lok Ma Chau/Xintian area will be integrated into the Xintian Technology City, with an estimated 240 hectares of land related to innovation and technology.

Xintian Science and Technology City and Shenzhen Science and Technology Park form a Shenzhen-Hong Kong Science and Technology Cooperation Zone covering an area of about 540 hectares, which can gather the advantages of Hong Kong and Shenzhen to gather talents at home and abroad. It is bound to become an important engine to promote the construction of an international science and technology innovation center in the Greater Bay Area. .

[11:50] The convention and exhibition industry (convention and exhibition industry) is an important part of Hong Kong as an international trade center.

In response to the impact of the epidemic, the government is injecting impetus into the convention and exhibition industry through the "Convention and Exhibition Industry Funding Scheme" with a total of more than 1 billion yuan.

The government will further extend the validity of the plan until the end of next year, and will optimize the details of the plan to provide immediate and more in-place support to the industry.

In the long run, the government will continue to expand the convention and exhibition facilities, including the reconstruction of the three government buildings in Wanchai North and the harbour fire station site into convention and exhibition facilities, hotels and Grade A office buildings, and the expansion of the Asia World Expo to consolidate and enhance Hong Kong as an international convention and exhibition hub Status.

[11:45] Earlier, the central government sent a delegation to Hong Kong to preach the "Outline of the 14th Five-Year Plan" to all walks of life, reiterating its support for Hong Kong to further promote interconnection with the mainland financial market, develop offshore RMB business, and strengthen the international asset management center and risk management center Function, build a green financial center in the Greater Bay Area, and promote the development of high-end and high-value-added financial services.

In this regard, we will intensify our efforts in the following five areas:

1. Support the Hong Kong Exchanges and Clearing Co., Ltd. (HKEx) to further improve the listing mechanism and, after consulting the market, establish a listing system for special purpose acquisition companies in Hong Kong;

2. Further expand the two-way circulation channels of cross-border RMB funds and the development of offshore RMB products and tools, including specific measures to increase the demand for issuance and trading of RMB securities and allow southbound trading of "Southbound Trading" to be denominated in RMB;

3. Further attract family offices to settle in Hong Kong by considering tax concessions, and enhance the status of an international asset and wealth management center;

4. Support the Hong Kong Stock Exchange and the Guangzhou Futures Exchange to cooperate on carbon emissions trading related financial products, and evaluate the feasibility of developing Hong Kong into a regional carbon trading center, and promote Hong Kong as a green and sustainable financial hub in the region; and

5. Promote cross-border financial technology, and actively study the establishment of a one-stop sandbox network with the Mainland to facilitate the testing of cross-border financial technology application projects by financial institutions and technology companies in Guangdong, Hong Kong and Macao.

[11:40] Directorate-level civil servants, including permanent secretaries and department heads who are the core and highest rank among civil servants, are also the key to the effectiveness of the SAR's governance.

I have asked the Secretary for the Civil Service to review the current selection and appointment mechanism for high-level civil service posts in the next few months in accordance with the principle of "the one who can live", so as to put the most visionary and capable officials in the most suitable positions.

I will invite the Civil Service Commission to participate in the relevant work.

[11:37] Even if there are no large-scale regional development projects, I think it is necessary to reorganize government policy bureaus to meet the governance priorities and social expectations.

I suggest that the current government consult with all walks of life and stakeholders in the next few months to prepare a detailed restructuring plan for the next government to consider and implement.

After summarizing the governance experience and the opinions put forward by the Legislative Council and the industry, it is preliminarily believed that the following directions can be adopted for the reorganization:

1. Establish the Bureau of Culture, Sports and Tourism to unify the creative industries and tourism of the Bureau of Cultural Affairs and the Bureau of Commerce and Economic Development currently dispersed in the Bureau of Civil Affairs, and promote the development of Hong Kong into a center for cultural and artistic exchanges between China and foreign countries;

2. Separate the Transport and Housing Bureau (Transportation and Housing Bureau), so that these two policy areas can obtain more focused high-level leadership. In particular, the newly established Transport Bureau can focus on the transportation infrastructure, public transportation services and transportation that are closely related to people's livelihood. Manage matters, and at the same time promote the development of the logistics industry, and consolidate and enhance the status of Hong Kong as an international shipping center and an international aviation hub;

3. To study whether the separated Housing Bureau and the Development Bureau, which is responsible for land development and public works, have room for rationalization in order to speed up the supply of housing land;

4. Expand the Bureau of Innovation and Technology into the Bureau of Innovation, Technology and Industry to change the perception of Hong Kong's "industrial decline" and highlight the development of Hong Kong's reindustrialization driven by innovation and technology; and

5. Reorganize the Bureau of Home Affairs as the Bureau of Youth and District Affairs, strengthen the district-based approach to solve regional issues of daily concern to the public, and provide a one-stop platform for promoting and supporting youth development.

[11:33] In recent years, Hong Kong has made certain achievements in innovation and technology. Under the "re-industrialization" strategy, the development of advanced manufacturing based on new technologies and intelligent production is also promising, but insufficient land will still hinder development.

Although the Hong Kong-Shenzhen Innovation and Technology Park in the Loop area under construction covers an area of 87 hectares, the planned total floor area is roughly equal to the three Hong Kong Science Parks in Bai Shek Kok, but compared with the Shenzhen Science and Technology Park with an area of more than 300 hectares on the north bank of the Shenzhen River , It pales in comparison.

The "Development Strategy" proposes to make good use of the land vacated after the Lok Ma Chau Control Point moved to the Shenzhen New Huanggang Port and the adjacent part of the fish ponds and rural land. Add a total of about 150 hectares of land for innovation and technology purposes to build a Xintian Science and Technology City, and play a more scale-efficient technology industry cluster effect.

The Qianhai expansion plan aims to create a globally competitive business environment, which will bring a lot of opportunities for professional services in Hong Kong.

The "Development Strategy" proposes to take this opportunity to upgrade Hung Shui Kiu/Xia Village as a modern service center in the northern New Territories, and to build large-scale and landmark innovation and technology facilities on Lau Fau Shan, which is across the bay from Qianhai. A large number of employment opportunities.

In order to achieve a job-living balance, the "Development Strategy" proposes to formulate clear policies and administrative guidelines, as far as possible to move government facilities and office buildings that are "no geographical restrictions and drive employment opportunities" to the northern metropolitan area.

[11:32] The integration and expansion of the northern metropolitan area will also be driven by the use of railways as the backbone of the transportation system.

The railway projects proposed in the "Development Strategy" include:

1. The Hong Kong-Shenzhen Western Railway connecting Hongshuiqiao/Xiacun to Qianhai, Shenzhen;

2. Extend the planned northern loop line to the north, and connect it to the new Huanggang Port in Shenzhen via the Hong Kong-Shenzhen Innovation and Technology Park (Hong Kong-Shenzhen Innovation and Technology Park) in the Lok Ma Chau Loop (Loop area);

3. Explore the extension of the East Rail Line to Shenzhen Luohu and the establishment of a "single location, two inspection" port in Shenzhen, and the addition of a new non-transit railway station between the existing Luohu Station and Sheung Shui Station to release Luohu/Wen Kam To And the development potential of Sheung Shui North;

4. Extend the North Loop Line from Kwu Tung Station to the east, connecting with Lo Wu, Man Kam To and Heung Yuen Wai, and then going south through Ta Kwu Ling, Queen's Hill to Fanling; and

5. Explore the feasibility of constructing an automated MRT system from Tsim Bei Tsui to Pak Nai to promote the development of the area and Lau Fau Shan.

[11:24] It is proposed to build the northern part of Hong Kong into a livable, industrial and touristic metropolis, and to open up more land for residential and industrial development.

This 300-square-kilometer metropolitan area covers the Shenzhen Port Economic Belt from west to east and the deeper hinterland. It will enjoy the benefits of complementary and integrated development of Hong Kong and Shenzhen, and help Hong Kong better integrate into the overall development of the country.

The northern metropolitan area will build an international innovation and technology center, and create a unique urban landscape of "the combination of urban and rural areas, and the coexistence of development and conservation."

The Victoria Harbour Metropolitan Area, which supports Hong Kong as an international financial center, will also be expanded to include the "Lantau Tomorrow Vision" artificial island island reclamation.

These two metropolitan areas located in the north and south of Hong Kong will be able to provide a large amount of land, improve the spatial layout of Hong Kong, go hand in hand, reflect each other, and promote the future development of Hong Kong.

At present, there are many planned or planned development projects in the northern metropolitan area, which are expected to provide about 350,000 residential units; the northern metropolitan area can develop an additional 600 hectares of land for residential and industrial purposes, and it is estimated that the residential units will be provided It is about 165 000 to 186 000.

Together with the existing 390,000 residential units in Yuen Long District and North District, the total number of residential units in the northern metropolitan area will reach 905 000 to 926,000 after the completion of the development of the entire northern metropolitan area, which can accommodate approximately 2 500 000 people; and the metropolitan area The number of posts in will also increase significantly from the current 116 000 to about 650 000, including 150 000 related posts in the innovation and technology industry.

[11:15] President Xi Jinping pointed out in his speech at the celebration of the 20th anniversary of Hong Kong’s return to the motherland and the inauguration of the fifth Hong Kong Special Administrative Region government on July 1, 2017, that as an unprecedented pioneering undertaking, "One Country, Two Systems" Need to keep exploring in practice.

The experience of the past two years or more clearly shows that when facing new situations and new problems, our only reliance is to stick to "one country, two systems", to implement the central government's comprehensive governance over Hong Kong, and to govern Hong Kong according to law.

In the face of anti-China and chaotic Hong Kong forces entering the SAR political system through elections, deceiving and inciting young people through education and media, undermining Hong Kong’s stability through illegal and violent acts, and jeopardizing national security through collusion with external forces, the central government has responded decisively to relieve Hong Kong’s risks and ensure " "One country, two systems" is back on track.

In order to achieve stability and long-term development of "One Country, Two Systems", the Hong Kong Special Administrative Region must continuously improve the "One Country, Two Systems" system, so as to clear the roots and bring chaos to the fore.

Since the "Hong Kong National Security Law" was promulgated and implemented on June 30 last year, the National Security Committee of the Hong Kong Special Administrative Region, chaired by me, and relevant executive departments, guided by the national security advisors appointed by the central government, and coordinated with the National Security Agency of the central government in Hong Kong We must perform our duties with due diligence and prevent, stop and punish acts and activities that endanger national security in accordance with the law.

But to fully protect national security, the SAR government still has a lot of work to do, including:

Actively promote the local legislative work of Article 23 of the Basic Law. The Secretary for Security is drawing up an effective and pragmatic plan based on the actual situation of Hong Kong by referring to past research and information, the implementation experience of the Hong Kong National Security Law and relevant court rulings. And regulations, and prepare effective publicity plans to prevent anti-China chaos in Hong Kong from taking advantage of it and deceiving people's hearts;
