The Home Affairs Bureau submitted a document to the Home Affairs Committee of the Legislative Council, stating that in view of the latest situation of the 6th District Council, the Government proposed to suspend the role of the District Council in implementing the "Community Involvement Project" and the "District Minor Works Project".
After reviewing the roles, functions and composition of district boards in 2006, the government has upgraded the roles and functions of district boards, including the allocation of additional resources to implement two projects.
According to the government, as of October 4, 2021, the number of incumbents in the sixth district council has been reduced to 189, and the number of members in 14 district councils has dropped by more than half.
As the community participation plan and the district minor works plan have to be approved by the district council, and a large proportion of district council seats are vacant, the current arrangement has no longer been effective. In addition, some district councils cannot elect a chairperson and cannot hold meetings due to insufficient numbers of people.
According to the government, in order to ensure the proper use of public funds, it is proposed to suspend the role of the District Councils in implementing the Community Participation Project and District Minor Works Projects during their sixth term of office and to be replaced by the Home Affairs Department/Home Affairs Department and the Leisure and Cultural Services Department.
