At the end of their autumn meeting in Berlin on Wednesday, they passed a “Berlin Declaration” which states that the debt brake remains an essential contribution to a sustainable budget policy and must not be weakened.

The “Berlin Declaration” states that bypassing the debt brake by outsourcing the loans from the core budgets to funds or secondary budgets, for example, should be avoided.
Klingen contradicted the criticism that the debt brake hampers investments.

She also announced that the audit offices were keeping an eye on how the federal and state governments dealt with the emergency loans taken out during the pandemic.
