It would also be conceivable that energy-plus houses could generate more energy than they consume per year using photovoltaics, for example.

Energy efficiency in building: Greens and SPD want to raise additional costs from the climate protection budget

For new buildings that are already in the planning stage, GWG and Gewofag are to determine the additional costs for the above-mentioned standards, and the city council will then consider assuming the costs from the climate protection budget.


At the same time, the green-red majority of the city council wants to increase the renovation rate of the municipal housing associations to up to four percent, whereby the highest reasonable technical standard is to be implemented in each case.

Particularly in the case of large, price-controlled housing stocks, a rapid energy-efficient renovation should be achieved through appropriate funding programs.


School buildings should be put to the test: is it also better for the climate?

In the future, public buildings are to be constructed as zero-energy houses, which - similar to energy-plus houses - generate as much energy themselves as they consume.

Here, too, it should be checked whether existing plans can be adapted to the new standards, for example in the case of school buildings.


At the same time, the Greens and the SPD want to increase the target numbers in subsidized and low-price housing construction to 4,000 units per year.

The municipal housing associations are to increase their contribution to combating the housing shortage to 2000 apartments a year instead of the previous 1250 residential units.

The remaining 2000 are to be built by cooperatives, but also by private companies, which, for example, are to provide affordable apartments for their employees.

“With this application package, we are reaffirming the thrust of our coalition agreement on the two future issues of climate protection and housing construction, which are so crucial for this city,” says Green Vice-President Dominik Krause.

Achieving climate neutrality is only possible if new buildings are built as energy-efficiently as possible, supplied with renewable energies and building renovations are pushed ahead with great effort.

"Here we set clear minimum standards for our municipal buildings and also for the buildings of the municipal subsidiaries."


Creating affordable living space and at the same time achieving the climate targets is not a contradiction in terms, affirmed SPD leader Christian Müller.

“That is why, on the one hand, we are increasing the target figures in residential construction.

As a city, we have an obligation here with our municipal housing associations.

At the same time, however, we also expect private companies to take responsibility for society and build apartments for their employees. "


Renovating the existing building is a mammoth task, admits Greens boss Anna Hanusch.

“But there is huge potential for CO2 savings to be found here.

The considerable financial resources for these goals can only be secured with the support of the federal government and the EU.

But we have to take the right path now and adapt our plans accordingly. "
