Weilheim: car sharing for city employees?

- City Council member Gerd Ratter has been living without his own car for three years.

"With car sharing in Weilheim this is very easy," says the ÖDP politician.

Ratter is a member of the “Ökomobil Pfaffenwinkel” association, whose “teilAuto” project makes vehicles available to the general public at 15 locations in the Oberland.

According to the association, 340 citizens are already using this offer - including Ratter and his wife.

Since he is convinced of the concept of car sharing, Ratter submitted an application to the city of Weilheim in the spring.

His wish: "As a contribution to climate protection, the city may strengthen the regional car sharing offer."

Intensive use of car sharing in other communities

In his research beforehand, the 60-year-old discovered that car sharing is used much more intensively in other German communities with a similar number of inhabitants in Weilheim than is the case here - and in some cases by the authorities as well.

For example in the small town of Homberg (Efze) in Hesse.

During working hours, vehicles from the car sharing pool are blocked there for city employees, among others, and after work the cars can then be used by all citizens.

The pilot project was recently awarded in a competition.

Gerd Ratter asked the city of Weilheim to examine whether a similar approach would also be conceivable on site, and in his application set out seven specific points as to how a possible implementation could look in practice.

Car sharing is moving more into the focus of citizens

A cooperation between the city and the “ÖkoMobil” association could, in Ratter's opinion, move car sharing more clearly into the focus of citizens and thus encourage them to take advantage of the offer themselves.

Because not everyone needs their own car.

The city council is setting a good example here.

The aim is to make a valuable contribution to climate protection and to promote the mobility transition.

City councilors Andreas Halas, Horst Martin and Manuel Neulinger had signed Gerd Ratzter's application.

In the first climate committee after the summer break, climate protection manager Katharina Segerer gave a lecture on the advantages and disadvantages of the application.

It became clear that the Climate Committee is fundamentally positive about the idea, but not all of the points listed by Ratter are feasible.

Vehicles owned by the authorities could not be included in the club's car sharing pool.

Both contractual and practical reasons stand in the way of this: three of the four city administration vehicles are leased, which means that subletting is not possible.

Mayor Markus Loth also noted that the vehicles had to be available to the authority around the clock for all eventualities.

“Only recently have we seen that a site inspection must be possible at any time due to severe storms,” he said.

"We therefore need access to our vehicles at any time of the day or night."

The time for electrically powered cargo bikes is not yet ripe

In his application, Gerd Ratter had also suggested the use of electrically powered cargo bikes as a replacement for business-related car journeys. “The time for cargo bikes is not yet ripe,” said Tillmann Wahlefeld, who is a city councilor and bicycle dealer. The mayor also pointed out that officials seldom transport heavy objects for which such a cargo bike would be worthwhile. Whether there will be a collaboration between the city of Weilheim and “ÖkoMobil” and what this collaboration might look like has not been conclusively clarified. The climate committee unanimously approved three points of the motion, but the committee only has a preliminary advisory role. The application therefore goes back to the city's main committee with this recommendation.
