Prime Minister Naftali Bennett stressed today (Sunday) in his meeting with German Chancellor Angela Merkel that after taking office he asked the defense establishment to re-examine the submarine deal with Germany, and that the updated position is that Israel is interested in fulfilling the contract to replace the old submarines in the coming years. A political factor involved in the contents of the meeting.

"The needs of the defense establishment have been re-analyzed by the new government," the diplomat said.

"The defense establishment's position is that submarines should be equipped and we are working to complete the engagement. This message was conveyed to Merkel in a meeting with the prime minister. We will advance what is needed for national security. For us - the security of the State of Israel - above all."

In 2017, the German Security Cabinet approved the sale of three new submarines to Israel at a cost of 1.5 billion euros.

One third of the submarines will be funded by the German government.

The submarines will be delivered to Israel towards the end of the current decade and are expected to replace three submarines that entered service in the Israeli Navy in the years 2000-1999.

In February 2017, the police opened an investigation into the purchase of the submarines and vessels from Germany.

The investigation was opened following the revelation of journalist Raviv Drucker, which raised suspicions of corruption on the part of several senior government officials, in an affair known as the 3000 case.

Following the investigation, the German government added a clause to the purchase contract according to which if it is proven that there was corruption in the submarine transaction, the German government will have the right to cancel the transaction.

In May 2021, indictments were filed in the case against Miki Ganor, who was a representative of the ThyssenKrupp shipyards in Germany, against the deputy head of the National Security Staff, Avriel Bar-Yosef, and against other personalities, including David Sharan, who was director of Prime Minister Benjamin Netanyahu's office.

Netanyahu himself has never been questioned in the affair and is not considered a suspect.

These days, the government is considering setting up a state commission of inquiry into the submarine and vessel affair.

Justice Minister Gideon Saar said last week that he agrees with Defense Minister Bnei Gantz's proposal to set up a commission of inquiry, noting that he gave a "green light" to advance the move in coordination with the attorney general and that Gantz has the authority to set a date for government approval.
