Above all, the discussion is about whether the members should be involved in a staff renewal at the top this time.
Bundestag President Wolfgang Schäuble (CDU) does not think a member survey looking for a new CDU federal chairman is a good idea.
"The CDU Germany has no better organ to consider the basis than the party congress," said the President of the Bundestag at a literature festival in Hamburg.
At previous party congresses, delegates had voted on the new head of the Christian Democrats.
A vote among members, on the other hand, could be influenced by opinion polls, said Schäuble.
Laschet wants to present a proposal on Monday
The CDU / CSU fell to 24.1 percent in the federal election, while the SPD became the strongest force with 25.7 percent.
CDU boss Armin Laschet had announced that he wanted to submit a proposal to the party's top bodies this Monday for a new line-up.
Laschet also spoke out in favor of greater involvement of the grassroots - but left it open in what form.
