A corona warning level is reached in Lower Saxony if the hospitalization value (hospital admissions) and at least one of the two other measures (newly infected, intensive care beds) exceed the threshold values defined in the ordinance.
The warning levels are proclaimed partly by the state, partly by the districts or urban districts.
The prerequisite for this is that the respective values exceed the thresholds for five days in a row.
