The regulations require that persons who commit serious crimes in the Second Schedule cannot serve or continue to be registered as social workers unless all members of the Social Workers Registration Board agree that the person can be registered.


Several established legislative council members pointed out that many social workers were involved in the anti-revision incidents, which raised concerns about their ethics and demanded to reduce the proportion of registered social workers among the 15 members of the Social Workers Registration Board.

The Secretary for Labour and Welfare Law Chi-kwong pointed out that among the various professional and autonomous professional bodies in Hong Kong, the proportion of elected members in the Social Workers Registration Board is already the lowest. He also pointed out that appointing more non-industry people to join is the direction of the authorities' work.
