The Legislative Council's Committee on Welfare Services met today (11th) to discuss the Administration's plan to add "crimes against national security" to the Second Schedule of the "Ordinance" that the Social Workers Registration Board ruled that they cannot serve or continue to be registered as social workers.
The regulations require that persons who commit serious crimes in the Second Schedule cannot serve or continue to be registered as social workers unless all members of the Social Workers Registration Board agree that the person can be registered.
Several established legislative council members pointed out that many social workers were involved in the anti-revision incidents, which raised concerns about their ethics and demanded to reduce the proportion of registered social workers among the 15 members of the Social Workers Registration Board.
The Secretary for Labour and Welfare Law Chi-kwong pointed out that among the various professional and autonomous professional bodies in Hong Kong, the proportion of elected members in the Social Workers Registration Board is already the lowest. He also pointed out that appointing more non-industry people to join is the direction of the authorities' work.
Leung Chi-cheung asked whether the Social Workers Registration Board would appoint more people who are not registered social workers.

Labour Member Poon Siu-ping supports the government's amendment, saying that the professionalism of registered social workers is important, but thinks that the Social Workers Registration Board is mostly registered social workers. He is worried about whether there will be "eyes open and only eyes closed", and asked whether there have been any objections from government members before. As a result, the registration was cancelled.
Luo Zhiguang said that he did not have relevant information on hand, but he also served as a member of the Registration Board for 9 years, during which there were no such cases, and those who committed the crimes in Annex 2 would generally "get out of trouble" and would not apply for registration or extension. I believe there have been no relevant cases in the past ten years.
According to Leung Chi-cheung of the DAB, more than half of the Social Workers Registration Board is currently elected, and he is asking whether the government will appoint more non-registered social workers to join.
Luo Zhiguang emphasized that among the various professional self-regulation regulations, the Social Workers Registration Board has the lowest electoral ratio. If it is reviewed, it will be a more comprehensive study.
However, he emphasized that whether more non-industry people can be added to the appointment can be studied. He pointed out that the authorities also have this direction of work, and the end of this year will also be when the term of the registry expires, but that it will be more effective to amend Schedule 2 first.

Jiang Liyun stated that the second schedule was revised in 2003 and questioned that the contents of the schedule were out of date.
Luo Zhiguang pointed out that in addition to Schedule 2 of the Ordinance, other crimes or matters that may affect the reputation of social workers can be punished through the existing complaint mechanism. He emphasized that the purpose of this amendment is to fulfill the government's responsibility for national security.
