2021-10-12T10:21:52.975Z

Nuclear, green hydrogen, culture, space ... This investment plan of 30 billion euros should allow France to "find the path to independence". The President of the Republic has detailed 10 objectives.

High start for “France 2030”.

This Tuesday, Emmanuel Macron presented the details of his investment plan of 30 billion euros aimed at "

finding the path to the independence of France and the European Union

", and "

responding to the major challenges of our time

”.

The President of the Republic first spoke of the major challenges that await France in the years to come. The climate challenge, which "

changes our means of production and consumption

" and should lead us, according to him, to "

rethink our collective food methods

". The demographic challenge, with the increase in the number of inhabitants on the planet. "

Our societies are facing demographic aging

" and also "

the pressure of great migrations

", specified the Head of State. Then, the challenge of inequalities, accelerated by the “

disruption of the world economy

”. "

The crisis we have just experienced has reinforced these great challenges,

" said Emmanuel Macron.

According to the Head of State, these investments should make it possible to overcome the weaknesses of the French model. Among them, “

an under-investment in research. We have divested a lot

", thus lamented the President of the Republic, before adding that in addition,"

we work less than the other [countries] cumulatively. This remains true [...] If we want to continue to repair inequalities, we must produce more

”he adds.

However, Emmanuel Macron does not “

believe

” that these weaknesses can be remedied by undermining the French social model. "

We must improve the efficiency of social spending

" he believes, and "

make reforms to produce more and find the thread of the couple" innovate-produce

". The objective being to solve the problem posed by a triple French deficit: "

the deficit of potential growth, the public deficit and the deficit of foreign trade

".

The objective of France 2030 is, according to Emmanuel Macron, to lay the foundations for building a “

virtuous cycle

”.

"

We must now adopt a strategy which makes it possible to innovate, produce, export, and thus finance our social model

", argues the President of the Republic, who tempers however: "

I am not saying that we are going to be a leader in all areas, because we are in an open competition.

But we have to look in which sectors we can be in the lead

”.

Emmanuel Macron believes, moreover, that there are sectors in which France has fallen behind, which constitutes "

a threat

", but "

we cannot abandon them

"

For this, the President of the Republic has set out 10 objectives:

Invest € 1 billion in nuclear power

While the future of nuclear power becomes a key issue in the 2022 presidential election, Emmanuel Macron is clearly in favor of the atom. "

200,000 French women and men work in the nuclear industry, it is a chance

", according to the President of the Republic. "

We must reinvest to be at the forefront of breakthrough innovations in the sector,

" he said, citing in particular the development of "

small reactors

" (Small modular reactors, or SMR). EDF must put its own model on the market by 2030. Emmanuel Macron also wants to see “

technologies to reduce waste

” developed. "

We are ready to invest 1 billion euros in it by 2030 to accelerate

», Announces the president.

"

We absolutely need this technology, improving safety, lowering costs and reducing waste

"

Become the leader in green hydrogen in 2030

This is one of the major challenges of the France 2030 plan: taking advantage of its research, its network of start-ups, its industrial giants such as Air Liquide and its significant production of carbon-free electricity thanks to nuclear power, France must "

become the leader of green hydrogen in 2030

", announced Emmanuel Macron. “

This is one of the sectors where we can be a leader,

” he said, calling for “

massive

investment

in this sector. Concretely, by 2030, France "

must be able to count on its soil at least two gigafactory of electrolysers and will massively produce hydrogen and all the technologies useful for its use

", added the President of the Republic.

Accelerate the decarbonisation of industry

One of the challenges of the ecological transition will be to reduce greenhouse gas emissions from the industry sector.

Between 2015 and 2035 we must reduce greenhouse gas emissions in the sector by 35%.

It is a revolution.

But we are only 4%,

”warned Emmanuel Macron.

We need to step up on decarbonization.

It is extremely expensive for all industrial sites, since it takes several hundreds of thousands of euros per site

”, specified the president, who announces that in total, the first three objectives - which concern the reduction of emissions. and the financing of the energy mix - will be matched to 8 billion euros.

Produce 2 million electric and hybrid vehicles

Another ambition of the President of the Republic: the production of two million electric and hybrid vehicles by 2030. So that polluting vehicles are gradually replaced by new cars which pollute less, Emmanuel Macron wishes to rely on a "

industrial strategy

”.

"

We do not want to become the nation that drives the greenest with vehicles not produced at home

", justifies Emmanuel Macron.

The large manufacturers must therefore cooperate in order for this objective to be met.

"

If they do not play the game, we will not succeed

", believes the Head of State, who considers "

tenable

" this ambition.

P

roduce the first low-carbon aircraft by 2030

Still on the subject of transport, France must see the emergence of the first low-carbon aircraft "

by 2030

".

"

The best experts told me: never in 2035. But [...] I am in my opinion much too pessimistic, to say 2030

", wanted to believe Emmanuel Macron.

This fight will have to be "

Europeanized to the maximum

", he specified, but aeronautics, like the automobile, are "

at the heart of the French industrial future

".

Massive investments in these two "

transport players of the future

" are planned, of the order of "

nearly four billion euros

", announced the President of the Republic.

Accelerate robotization and digitization of agriculture

2 billion euros will be devoted to the agricultural sector in order to make it more competitive. These investments will aim to develop “

digital, robotics and genetics

” technologies, announced Emmanuel Macron. “

This requires breakthrough technologies, for example with robotics, which will improve the quality of life [of producers] and reduce the use of pesticides,

” he explains. The objective is thus to respond to several challenges: to produce in a "

healthy, sustainable and traceable

" way, that is to say by producing more while decarbonizing agriculture. The President of the Republic also intends to "

restore the value of the

agriculture "by allowing farmers to be"

paid for what they do

Have 20 bio-drugs against cancer and create the medical devices of tomorrow

Emmanuel Macron provided some details on the health plan that he had announced a few weeks ago.

He recalled that 7.5 billion euros would be invested in the field of health, in order to "

find the head on an innovative predictive medicine

".

He called for a medical revolution which, according to him, will be based on the convergence between breakthrough innovations with artificial intelligence.

"

Our goal is to have at least 20 bio-drugs against cancer, emerging diseases and chronic diseases and to create the medical devices of tomorrow

", detailed the Head of State.

Put France "

at the forefront of the protection of cultural and creative content

"

Faced with American titans like Amazon and Netflix, France must defend its “

imagination

”. In this cultural battle, France must highlight its creations, its history, its values, argued Emmanuel Macron. A fight "

both civilizational and creator of value

", he noted. The executive therefore wants to "

deploy, with the actors, a massive investment strategy

", first in the training of professionals such as screenwriters or technicians, then in the construction of "

large studios

" useful for the actors of the audio-visual. "

We must stimulate private investments to create synergies

", Hammered the tenant of the Elysee, in order to better prepare France for the"

competition to create the French and European imagination of tomorrow

".

Reinvesting in the conquest of space

While space has become the field of conquest of new powers and private companies, such as SpaceX, Emmanuel Macron hopes to see France "

take part in the space adventure

".

A new space is being built,

” he believes.

"

The world that we thought was impossible is happening much faster than we thought

."

The Head of State thus wants to support French industry in the development of reusable mini-launchers or micro-satellites.

Explore the seabed

The President of the Republic considers that there are also “

breakthrough innovations

” to be carried out by assuming an “

investment in the field of the deep seabed

”. He clarified that it was not a question of exploiting these funds but rather of exploring them. "

Who can accept that we leave such an important part of the globe in the most complete unknown

", he justifies. According to him, the exploration of the seabed is an “

extraordinary lever for understanding living things

”. It would also make it possible to access certain "

rare metals

", to understand the functioning of new ecosystems and to innovate in terms of health.

Almost 6 billion euros

” of investments in electronic components

To accomplish these objectives, the President of the Republic has detailed several conditions: securing raw materials, including physical and electronic components - investments of "

nearly 6 billion euros

" have been announced in this area to "double" the electronic production by 2030 and “

secure

” the supply of chips -, go “

further

” in the cloud, invest in “

talents

” by improving training, and adopt a capital investment strategy to facilitate the financing of innovations.

To conclude, the President of the Republic made it clear that he wanted this plan to be built more with Europe. A collaboration that Emmanuel Macron says he has already started in recent months with Angela Merkel and that he wishes to continue. "

There will be elements of competition but we must create synergies as much as possible,

" he said, adding that the first measures will be put in place from January 1, 2022.

This plan, endowed with 30 billion euros, represents a significant expense for France.

But Emmanuel Macron “

fully assumes

” this financial weight, he said in his introductory speech, seeing it as essential and promising spending for the future: “

if we do not take this turn, we will continue to worsen our external deficits, to create too few jobs and opportunities for our young people.

I fully assume a country that invests in the creation of new sectors […] to spend less on unemployment insurance and the repair of fates

”, declared the President of the Republic.
