Because trade tax revenues plummeted during the pandemic, the Marzling community was forced to draw up a supplementary budget.

Chamberlain Thomas Rödl presented this to the council meeting.

Minus 1.4 million euros

With a minus of 1.4 million euros in trade tax, financial strength is shrinking significantly.

Around 1.5 million euros in trade tax income were planned for the 2020 budget - at the end of this year it will be just 483,000 euros.

A larger trade tax payer will not even pay half of the previous year's figure this year, Rödl informed.

In the next two years, too, one has to adjust carefully.

Revenue from the large business taxpayers from aviation can only be expected again in the 2024 budget year.

So that the community can now continue to meet its obligations, new debt is required, reported the treasurer.

A loan of 3.7 million euros was estimated to cover capital expenditure and the administrative budget.

A transfer from the administrative budget to the property budget, from which the community's investments are financed, is not possible this year, said Rödl.

On the contrary: it needs to be allocated to the administrative budget.

This means that the reserves will also be used up by the end of the year.

By the end of the budget year 2021, the new debt will amount to 6.9 million euros, according to the chamberlain’s gloomy forecast.

Costly personnel expenses

In the case of the “compulsory tasks” of the municipality, personnel expenses in particular are cost-intensive. For the staff in the children's home alone, 1.2 million euros would have to be raised annually. A decision by the municipal council to create an IT department in the municipality resulted in additional costs. Rödl emphasized that the budget for this new budget item was already 12,000 euros. Fortunately, the financially-intensive new construction of the Marzlingen fire station was completed this year.

It is particularly gratifying that the expected funding of 132,000 euros has already been booked.

The municipality's investment program currently includes costs for the renewal of the road on the slope in the district of Hangenham, the construction of a new bridge structure in Riedhof in the district of Riegerau, the renewal of the Marzlingen water supply and the procurement of ventilation devices in the elementary school and day care center.

For the purchase of land, 200,000 euros are estimated.

The councils unanimously approved the supplementary budget with a total volume of 14.4 million euros.

Mayor Martin Ernst vented his disappointment that one could not count on a protective umbrella for municipalities announced by the federal government.

This can be inferred from the current statements by Federal Finance Minister Olaf Scholz.
