The Severe Tropical Storm Compasses approached Hong Kong in the early hours of Wednesday (13th).
In Tai O, the wind and rain are not too heavy, but the seawater intrusion is serious.
Residents reprimanded the government for being too contemptuous of the compasses and installed a sluice gate just around 2 a.m., making the flooding worse than when the super typhoon Mangkhut hit.

The compass was the closest to Hong Kong in the early morning. Under Signal No. 8, Tai O was not too windy, only occasional light rain.
On Tuesday night, Tai O was calm, but at around 1:00 AM on Wednesday (13th), the sea began to flow back, and at about 3 AM, the water level reached 3.2 meters or more.
It was just after 2 a.m. that the government department sent staff to install waterproof gates on Yong'an Street to prevent seawater from flowing back into another shop on Yong'an Street after passing through a row of houses from the shore.

Hao Kee seafood on Wing On Street, Tai O, had already added a waterproof gate to the shop on Tuesday afternoon, but the owner, Mr. Zhou, was still unable to sleep peacefully and worked with the neighbourhood to deal with the flooding of the street.
Mr. Zhou pointed out that government departments installed sluices on the streets too late, causing sea water to flow to Yong'an Street: "The last time the "Mangosteen" closed the sluices early in the morning, there was nothing wrong with it. There was no flooding."
Mr. Kwok, the owner of the Wah Kee Dining Room on Wing On Street, also said that the government was unable to respond as much as Mangosteen and was very embarrassed: "There was no entry in the house last time. This time we entered the house. The main sluice was not installed in advance, so late installation became like this. "
The house of Ms. Chen, a resident on Wing On Street, was flooded. She blamed the Drainage Services Department for the leaking of the waterproof gate installed between her house and the shore. "If there is a gap, the whole family will be flooded."
As for the other side of the Tai Chung Bridge, the Tai O Market Street, the flooding situation was more serious and the ankles were submerged.
The sluice gates of the merchants played a part, but there was still water leaking into the shop heads.
