This is due to a fire that broke out at an oil refinery in Zahrani in southern Lebanon, following which Lebanese army forces evacuated workers from the station area and shut down its activities until the fire was extinguished. 

Sharbel, a resident of West Beirut, told Israel Today: "The energy crisis is unbearable, and in the last year the crisis has only gotten worse and power outages have become more frequent. At the height of the hot days of summer it was impossible to stay in homes because of the heavy heat, and now "What will happen in the winter? Many Lebanese know that Hezbollah's promises are on the ice, and even when Hezbollah helps, they only provide aid to members of the Shiite community in the country."
