The service's vice president of planning and research, Dr. Ophir Pinto, adds that "in recent years, the labor market has undergone digitization processes that change it dramatically, and those who do not adapt to changing conditions will be left behind. Inviting, an employee who does not have digital skills may not survive in the job market.

"Not only have job requirements changed, even the job search has changed. Think of a 50-year-old who was ejected from a job where he was twenty years old - not only is his resume out of date, not at all sure he remembers how to write and submit them correctly. How do you approach an assessment center and a job interview, and it is very doubtful whether he is familiar with the current detection and screening mechanisms. "

Understanding the changing trends, the employment service has in recent years established the "Career Greenhouses" - first centers of their kind designed for forty-plus-year-olds who have dropped out of the labor market and are looking for the best way to return to it.

In the greenhouses, which until recently operated only in Bnei Brak and Ashkelon, they were provided with a wide range of advanced tools for job search, vocational retraining and the transition from hired work to self-employment.

"The advantage of greenhouses for job seekers," says Rami Graur, CEO of the Employment Service, "is the presentation of practical tools for optimal return to work.

Not only to return to the work circle, but also to persevere and advance in it. " 

The secret of the words

In these centers, which have been attended by 15,000 people to date, job seekers enjoy advanced professional tools such as vocational training, career counseling, innovative workshops and extensive "networking".

"There is no way to return to the workforce if you do not work in it," says Moshe Yifrach, vice president of placement and employers in the service. .

"More importantly, the study found that the average job requires applying for about 80-60 different jobs each month. But what, out of all these submissions, he gets an average of two calls from employers. The chance of a phone call is about three percent, what is the chance of getting a job? "And of course finding a job, these are skills that require guidance, and that is the purpose of greenhouses - to set up a toolbox for guidance on the way to work."

One of the main news of the incubators is a very advanced job search system, which instructs job seekers on how to "refine" their resumes according to the search terms of any given job.

"Usually," explains Yifrach, "a company that advertises a job produces a mechanism for filtering a certificate based on 12-10 search words.

What matters is whether the submitted documents pass the filter, which is usually computerized, is the matching of the document to the search words. The system we make accessible to the citizen knows how to monitor the search words, and guide the job seeker exactly how to write the resume. The truth lies in the exact numbers - 12-10 keywords, which if you hit them, you dramatically improved your chances. "

"Smart agents" at your disposal

Until recently, the system in career greenhouses was only available to job seekers aged 40 and over who were referred to them, but as of July 2021, the Employment Service is considering expanding the use of the system to additional job seekers, even outside the walls of the greenhouses.

In addition, the greenhouses were also opened to job seekers aged 67-25.

"During the crisis," says Kobi Halpern, VP of Customer Service and Digital at the Employment Service, "we made adjustments to the system, and we are considering expanding it to address the acceleration of digitization.

There are many systems that help locate jobs, but this system helps to get a job interview.

We are working to reach much wider masses of job seekers and from all over the country.

All that is required from the job seeker is a connection to the Internet and a laptop.

"The strength of the system is not only in adapting a certificate to the job requirements written by the employer to increase the chances of being cashed for a job interview, but also in appointing 'smart agents' who are looking for jobs in the areas you are interested in, all while assisting in the job search process.

You have to work at it, and work smart. "

Halpern says that the system developed by JOBHUB for the employment service is extremely innovative, and also allows job seekers to manage the search process holistically - from scanning relevant jobs to effective digital tracking of search efforts.

"We held webinars for clients who already use the system, and they emphasized their ability to manage the job search process effectively and know how many jobs each one accessed, when, how many returned and how many did not ... and all this alongside the advanced digital tools that leverage job search efforts." .

Beyond all this, as mentioned, the employment service through the system and other activities in the career incubators offers tools for expanding the networking of job seekers.

"The job seeker's professional relationship network," says Dr. Pinto, "has a crucial impact on his chances of finding suitable job offers, receiving a job interview summons, and in general his chances of returning to work."

Over the years, tens of thousands of job seekers have integrated into the labor market as part of career incubators.

"As a result," Pinto explains, "a kind of professional networking community has been created. The system knows how to cross-reference all the resumes of the various community members - those who have joined the job and those who are looking for it - and connect with them. "Or work there, turn to them and offer to help those who are looking for work there now. This is a winning move, because the benefits of networking, which until the digital age were the domain of a small group, are now becoming public domain."

Dalia (pseudonym, 43) worked until the outbreak of the corona crisis as a space manager in an educational association, but when the farm closed, she was expelled and later fired. "I was in shock," she says, "I did not know where I was going. A feeling that the 'angel of death' had also reached my home. The first few weeks were difficult until one night, among my many wanderings on the net, I discovered that the employment service provides coaching services. 'This is what I need now', I thought to myself and the next day I contacted the bureau near my house. It was a life-changing move. "

After two days, she already found herself in a session of initial vocational training at Zoom, which was eventually sent to a career incubator, also at Zoom.

"That's where I started on the journey to the next destination of my career - responsible for user experience at a start-up company," says Dalia. "Probably in the circumstances of a market that is changing so fast. After training, I started a UX / UI course, and today I work in a young, kick-start and mostly relevant start-up. In two words - good for me!"
