The city of Tegernsee is now also classified as a municipality with a tight housing market.

Mayor Johannes Hagn reports what advantages this has.

Tegernsee - “Good news for our tenants,” said Mayor Johannes Hagn (CSU) at the latest city council meeting on a topic that is of great importance in the Tegernsee Valley: the tense housing market.

The new building land mobilization law has been in force since June 14th.

However, one of the conditions for applying the law is that the municipalities are declared an area with a tight housing market. This is done in the Bavarian Tenant Protection Ordinance, for which a new version will be available from next year.

A draft for this was also presented to the city of Tegernsee by the City and Municipal Council.

"I noticed that Hausham and Rottach-Egern are on the list, but not Tegernsee," notes Hagn.

The city then issued a statement so that it could also be identified as an area with a strained housing market.

The city received support from the President of the State Parliament and CSU constituency representative Ilse Aigner.

The efforts were successful.

"We are now also included in the list, subject to a corresponding decision," reported Hagn.

Tegernsee is a municipality with a tight housing market: these are the advantages

The town hall chief explains what this means for Tegernsee afterwards.

Although he discussed the topic with his mayor colleagues, “every municipality has its own particularity.

And so we issued a statement specially tailored to Tegernsee, ”explains Hagn.

Other valley municipalities are to follow, Kreuth is also currently dealing with the topic and also wants to be considered a municipality with a tight housing market.

The inclusion also has advantages in terms of second home tax, according to Hagn.

Because the city could in future refer to an assessment by expert reports at the ministry level when arguing for a further increase (currently 20 percent).

Hagn announced that the topic would be tackled in the coming year.

In addition, rights of first refusal are now strengthened.

“They added a few wrenches to the toolbox,” says Hagn, describing the complex topic.

In practice, the municipalities have more room to maneuver in order to create building land and to control the development in their interests, in other words: to enable affordable living space.

"Settlement development cannot mean that exclusive houses with the name Königs- or Kaiserblick are built, but urban residential developments or development by a housing association," says Hagn.

As for the right of first refusal, this can now be more easily acquired at market value.

Bad news for speculators.

“That's why I was elected by the citizens,” says Hagn.

Tegernsee is a municipality with a strained housing market: This is how the city justified the admission

In his statement to the Ministry of Economic Affairs, Mayor Johannes Hagn (CSU) stated that the situation on the Tegernsee housing market was extremely tense. “Currently (as of August 30, 2021), only two apartments are being offered for rent on relevant real estate portals in the urban area at a rental price of EUR 20.18 and EUR 21.15 per square meter. The rents are moving continuously upwards. ”The rent level, continues Hagn, has long since reached Munich standards,“ if not even overtaken ”.

Hagn also cites the development of the standard land values. In the period from 2010 to 2020, for example, there was an increase of 276 percent. This leads to the fact that the creation of affordable housing is extremely difficult for economic reasons alone. This is the reason why the city has not been offering any land as part of local models for a long time.

In addition, according to the mayor, further noteworthy settlement development is no longer possible due to the location in the Tegernseer Tal landscape protection area, the location between the lake and the mountains and the difficult geology. Large areas of Tegernsee are located in geo-risk zones. The interior development was largely exhausted with the development of the former hospital area. "Further noteworthy measures are no longer possible indoors," writes Hagn.

He also cites the situation of secondary residences.

“These occupy 18 percent of the housing stock.

This despite an already high second home tax rate of 20 percent.

We are seeing considerable cutthroat competition, which is leading to the emigration of urgently needed workers.

In the hotel industry, positions can no longer be filled and opening times can no longer be maintained. ”In the medium term, bottlenecks in the staffing of the voluntary rescue workers (fire brigade, water and mountain rescue) are expected.

The résumé of the town hall chief: "The situation in Tegernsee is therefore worse compared to the municipalities of Hausham and Rottach-Egern listed in the list, since there are still opportunities for settlement development in these municipalities, for example."
