Business failures are still at an all-time low.
In September 2021, the number of failures over one year amounted to 27,359, a decline of 25.1% compared to the same period a year earlier.
The decline is even more marked when compared to the number of failures recorded over one year at the end of September 2019, a period entirely prior to the health crisis.
The decline is then 47.9%.

This decline in the number of insolvencies can be observed for most categories of companies and sectors, including those most affected by restrictive measures linked to the health situation, including accommodation and catering (- 44.2% over a period of year) and trade (- 28.1% over one year).
Two factors are at the origin of this historic low. This is explained in the first place by the temporary impact of regulatory changes which temporarily modified the dates for characterization and declaration of the state of suspension of payments. Second, the level of business failures can be explained by all the support measures that provide cash flow assistance or have enabled businesses to reduce or delay the payment of certain charges, and therefore the risk of defaulting. on these payments (partial activity measures, loans guaranteed by the State with deferred repayments, solidarity funds, moratoriums, etc.).
Some of these measures are extended in the crisis exit plan.
