Conflans-Sainte-Honorine: a man arrested beating a dog in the street

The individual committed violence against a young dog on Tuesday. Arrested following a report by a witness, the man was taken into custody.


Faced with this outburst of violence, a witness called the police.

In Conflans-Sainte-Honorine (Yvelines), Tuesday around 7.15 p.m., a man attacked a dog on rue de l'Hautil, this axis which connects the N184 to the activity zone.

He lifted the animal up by its front paws, shook it and forcefully threw it to the ground.

The individual then slapped him several times.

Almost 2 years old, the poor animal is a Bull terrier type dog.

It is not yet known whether the perpetrator of the violence is the owner of the animal.

Arrested, the 54-year-old man was taken into custody at the Conflans-Sainte-Honorine police station.

He faces two years in prison and a fine of 30,000 euros for an act of cruelty to an animal.

But in fact, if they are convicted, animal torturers hardly ever receive a prison sentence.

Soon a law to strengthen the penalties

These facts come as the bill to combat animal abuse was adopted by the Senate on October 1.

Tabled in the National Assembly at the end of 2020 by several elected LREM including Aurore Bergé, Member of the 10th district of Yvelines, the text was adopted almost unanimously by the parliamentarians of the Palais Bourbon.

This government-backed bill must help prevent impulse buying of pets.

In particular, it provides for a compulsory awareness certificate for any adopter or buyer.

The penalties for abandonment are also increased - up to five years in prison and a fine of 75,000 euros in certain circumstances.

The senators however returned to several measures of the initial text, in particular the programmed ban on the sale of cats and dogs in pet shops.

They also returned to the progressive ban on the keeping of wild animals in traveling circuses and in dolphinariums.

Deputies and senators will have to find an agreement for the final adoption.

Otherwise, the National Assembly will have the last word.
