The Independent Business and Growth (ETHIC) movement organized a debate in early October with David Lisnard, LR mayor of Cannes, on the theme “How to reform the deep state?”.

During this debate, the mayor assured that "

These figures come from a study, called "

In search of lost time: impact of the weight of bureaucracy

".

It was published in September 2017 by the independent consulting firm specializing in telecommunications Plum on behalf of Sage, a company offering technological solutions to SMEs.

The study was carried out between July and August 2017 in eleven countries, including France and Germany.

In each of these countries, nearly 300 SMEs responded.
