The Ministry of Education fundamentally changes the budgeting model for schools - according to the High Court decision yesterday (Monday) in a petition filed by parents of students from Bedouin localities against the Ministry of Education and the Misgav Regional Council in the north for discrimination in the council. Individually and taking into account the specific characteristics of each educational institution.



The petition was filed by Parents, the Monitoring Committee for Arab Education and Adalah, the Legal Center for the Rights of the Arab Minority in Israel, against the Ministry of Education and the Regional Council. In the petition, the parents turned their arrows to the "budgeting method regarding the pedagogical programs that the Ministry of Education budgets for schools as part of compulsory education" - and especially regarding the "Nitzanim" program, in which the Ministry of Education operates and subsidizes after-school programs for ages 8-3. One of the stated goals of the program is to reduce social disparities, and therefore, the extent of subsidy, and as a result the parental participation rate in costs, is derived from the socio-economic cluster to which the relevant local authority belongs.



However, the parents in four Arab localities in Misgav claimed before the court that they live in localities ranked in cluster 2, at the bottom of the socio-economic index in the strong regional council, and that the Ministry of Education treats all localities in one area as one piece. .

Under the "Nitzanim" program, the basic cost of a daycare for a child is NIS 650 per month, but the Ministry of Education subsidizes the program in accordance with the local authority's socio-economic index, so that the subsidy ranges from NIS 600-150 per student. Thus in the authorities, in clusters 3-1 the parents have to pay 50 shekels per month, in clusters 7-4, the cost to the parents is between 300 and 450, and in clusters 10-8 the price is 500 shekels.



There are 35 localities in the Misgav Regional Council, including six Bedouin localities, which are home to about 850 students aged three to eight. The council is ranked in socio-economic cluster 7, but the localities of Salameh, Arab al-Naim, Ras al-Ain, Damida, Kamana and its residents are in clusters 1 and 2. However, due to the budgeting method of the Ministry of Education and the rating of the council, these residents are also required to pay NIS 450 for the after-school programs and not NIS 50.



The Misgav Regional Council clarified to the High Court that in its view the allegations are justified in principle insofar as they are directed against the Ministry of Education. By the relevant bodies in the Ministry of Education ", in collaboration with the Ministry of Finance.

At the end of this examination, the Ministry of Education informed the High Court that "it has been decided to change the current budgeting model of the 'Nitzanim' program in schools so that it takes into account the average socio - economic background of students in the school." In their decision last night, Justices Neil Handel, David Mintz and Yosef Elron point out that the Ministry of Education's announcement does show that the adoption of the new model depends, to one degree or another, on the approval of the Knesset Budget Law, so there are still obstacles.

"Nevertheless, once the decision in principle regarding the new model has already been made, and the legislative procedures of the Budget Law are in progress, there is no longer any point in leaving the petition pending," they said, deleting the petition.
