The Lower Saxony state parliament has passed the controversial amendment to the municipal constitution law.
The opposition factions FDP, Greens and the non-attached MPs voted against on Wednesday, the government factions SPD and CDU in favor.
In the spring, the government drafted an amendment to this end, which, among other things, should regulate the distribution of seats in the specialist committees.
Hanover - The opposition parties fear that they will lose their say as a result and have therefore clearly criticized the law.
The previous procedure is fairer, said the Green member of the state parliament Susanne Quantity.
FDP parliamentary group leader Stefan Birkner described the change in the law as "endangering democracy".
Interior Minister Boris Pistorius (SPD) replied that the future procedure had been constitutionally recognized for decades.
