Berlin - Berlin's governing mayor-designate Franziska Giffey (SPD) is initiating coalition negotiations with the Greens and the Left.

On Thursday, she initially only announced another exploratory round - but only with these two parties.

The SPD sees “this cooperation as the most promising path” for a stable government in the capital in the next five years.

An exploratory paper should be drawn up during a round on Friday.

Subsequently, a proposal will be made to the state executive committee of the SPD to start coalition negotiations.

This would set the course for the new edition of the previous government alliance.

But Giffey made it clear: "There can be no simple business continuity."

In the House of Representatives election on September 26th, the SPD and the Greens became the strongest and second strongest force and want to govern together again.

Giffey had considered bringing the FDP on board as a third partner instead of the left.

The green top candidate Bettina Jarasch, however, was for red-green-red.

Giffey is now willing to continue exploring the chances with the left.

The Liberals would be out of the running for the time being.

Giffey said: "It is very clear that if three partners sit at the table, of course it has to fit with three partners too." In the course of the discussion it became clear that the intersections in the constellation red-green-red have a greater chance for realization and sustainability for the next five years.

She named tenant protection, climate protection and good public services as topics.

Greens parliamentary group leader Bettina Jarasch said on Thursday: “I am pleased that we are a big step further.” The Greens exploration team agreed that the political challenges in Berlin could best be overcome by an alliance with the SPD and the Left could.

The state chairwoman of the Left, Katina Schubert, welcomed the announcement by the SPD and the Greens.

"In previous discussions with the SPD and the Greens, we have already identified a lot in common and have worked well together over the past five years and implemented important projects," she said.

"We want to continue the necessary investment offensive, implement a consistent social rent policy and of course the referendum as well as the climate and transport turnaround throughout the city."

The party committees of the future partners must ultimately agree to the start of coalition negotiations.

The left had always spoken out in favor of the previous three-way alliance.

The SPD, the Greens and the Left had forged an alliance back in 2016.

Most recently on Monday and Tuesday there were more than seven-hour explorations between the SPD and the Greens with the FDP on the one hand and the Left on the other.

In the election on September 26, the SPD, with 21.4 percent, performed a tad worse than the previous negative record in 2016, but it ended up in first place.

The Greens rose to their best Berlin state result of 18.9 percent.

The CDU reached 18.0 percent, the Left 14.1, the AfD 8.0 and the FDP 7.1 percent.

The state election committee determined the final result of the election on Thursday.

Compared to the preliminary results, there were marginal changes without any impact on the distribution of mandates.
