Owner of a warehouse in the Mitry-Compans industrial zone, Jacques Vignal wanted to make travelers understand that he intended to keep up the pressure so that they left his warehouse.

On September 22, nearly 45 caravans illegally entered this 7,000 m² private land located along rue Mercier in Mitry-Mory. If the 4,500 m² warehouse is empty for the moment, its 70-year-old owner intended to re-let it on October 1.

“I bought this room to set up my airport equipment maintenance company.

After merging with a competitor, I finally sold my business in 2019 but I kept the premises that I rented until last July to a company also specializing in airport activity.

The latter had to leave the premises because of the economic crisis following the health crisis and I have been trying to re-let it ever since.

This presence prevents me from doing so while in the same I have expenses of 20,000 euros per month to repay the loan for the building ”, relates Jacques Vignal who has launched an emergency expulsion procedure with the court. judicial office of Meaux.

Recurring occupations in the industrial zone

“Intrusions into this industrial zone are recurrent. I am astonished each time that there is no emergency eviction procedure in an area classified as high threshold Seveso, for the safety of companies as well as of these populations. It is also forbidden to build housing there to accommodate residents, ”denounces Charlotte Blandiot-Faride (PCF), the mayor of Mitry-Mory.

You can imagine that some business leaders will one day go wild if they can't get to their workplace, even if I don't encourage violence.

The expulsion periods are increasingly long and the State is lax in the face of a situation which is getting bogged down in the north of Seine-et-Marne, ”protested Joël Marion (PCF), the mayor of Compans.

At the end of 2019 and early 2020 already, three companies in the industrial zone had been victims of the illegal occupation of around 90 caravans.

The reception areas of Villeparisis and Dammartin-en-Goële inaccessible

To explain their occupation, the nomads installed in the parking lot of the warehouse argue that the reception areas for travelers of Villeparisis and Dammartin-en-Goële, which are undergoing repair work, are currently inaccessible.

“These two reception areas have in fact been closed since September and until next December. Networks, there are nearly 300,000 euros of work for each area. This site caused the departure of about fifty caravans of Travelers to whom we indicated other reception areas. Only about ten remained in the parking lot of the Lycée Charles-de-Gaulle de Longperrier for fear of losing their place, but those who occupy this company do not come from these two reception areas but from the main passage area of ​​Saint -Thibault-des-Vignes ”, understands Daniel Dometz (DVD), delegated adviser in charge of travelers and major passage areas in the Roissy Pays de France urban community (Carpf).

The elected official who is also the mayor of Saint-Mard recalls that nomads can request a place in the other inter-municipal reception area in Louvres (Val-d'Oise) or in those of the surroundings such as in Saint -Thibault-des-Vignes or in Creil (Oise).

In view of its population, the number of places offered in the reception area by the Carpf is insufficient according to the departmental reception plan for Travelers (SDAGV).

To comply with the law, the intermunicipal association has planned the development of two new reception areas in Mitry-Mory and Othis as well as a large traffic area in Claye-Souilly.

If these last two projects are not yet very advanced, that of Mitry-Mory.

"The land has already been identified and financed for an area of ​​around fifteen sites that can accommodate around thirty caravans, we are only waiting for the signature of the State", indicates Charlotte Blandiot-Faride.
