As a justification, City Councilor David Süß (Greens) referred to the sometimes considerable conflicts of use that had clearly come to light during the corona pandemic.
In addition, due to the upcoming renovation of the Olympic Stadium, a further shortage of the available space is to be expected.
"A lot of things worked very well in the allocation of space during the pandemic, we should take this momentum with us."
During the pandemic, not only the lack of space became visible, but also award procedures that were perceived as intransparent, unused potential and approval hurdles, from which non-commercial organizers in particular had to suffer.

SPD city councilor Julia Schönfeld-Knor said on Thursday: "The cultural scene in Munich is diverse - this should also be reflected even better at the open-air events." Therefore, binding guidelines are to be drawn up together with all relevant actors at a round table .
"It is particularly important to us to distribute the public space fairly, to allow events to take place throughout the city and to better moderate usage conflicts."
