Only a few hours old, the exploratory paper by the SPD, Greens and FDP is already under fire.
One of the first critics was CSU regional group leader Alexander Dobrindt.

Dobrindt fears "turning away from the principle of humanity and order"
There are "tax increases for millions of citizens through the abolition of so-called subsidies" and a communitisation of debts in Europe as well as "a departure from the principle of humanity and order in migration towards the dissolution of the distinction between asylum and labor migration," said Dobrindt.
Union parliamentary group leader Ralph Brinkhaus (CDU) described the exploratory paper as an "uncovered check for the future" because important financing issues had not been resolved.
"Almost all spending requests are met, but nowhere is it reliably stated how all of this should be paid for."
Campaign promises could hardly be kept
Brinkhaus also pointed out that each of the three parties had to move away from key campaign promises in the exploratory talks.
The SPD had "made major redistribution and regulation promises such as tax increases and rent caps - there was little left of that for the time being."
The Greens "wanted a climate government - the negotiators only found this topic worth a chapter in the exploratory paper that was essentially filled with slogans", criticized Brinkhaus.
And the FDP has not been able to implement its promises for financial solidity and for a competitive industrial location - for example through the abolition of the solidarity surcharge and the reform of corporate taxation.
The leaders of the SPD, Greens and FDP agreed on a joint exploratory paper on Friday - and thus recommend entering into the negotiations on a traffic light coalition.
In their agreement, which SPIEGEL has before them, they insist on a "comprehensive renewal of our country."
The explorers emphasize that it is not about »profiling individual actors«.
