They are insulted, molested and also physically attacked: bailiffs in Thuringia are now not only wearing safety vests, but also with emergency pagers.

Friedrichroda - Thuringian bailiffs complain of increasingly aggressive behavior on the part of debtors.

"The emotional fuse is getting shorter and shorter," said the state chairman of the German Bailiff Association in Thuringia, Jana Weber, of the German press agency before the regional association day in Friedrichroda on Friday.

Especially during the onerous lockdown with short-time work and layoffs, the tone had become rougher.

This runs through all layers and requires a lot of tact and negotiating skills from the bailiffs, said Weber.

The 48-year-old wants to run again as state chairman for the next four years in the election of the board in Friedrichroda.

In protest against an eviction, a tenant in Schlotheim (Unstrut-Hainich district) set her apartment on fire in mid-April when a bailiff stood at the door.

A planned eviction in Nordhausen had already escalated in February and a bailiff had been attacked.

The tenant in question had thrown an alleged incendiary device at the bailiff and the police officer in the stairwell, which luckily did not ignite.

According to the Ministry of Justice, protective vests have been available for bailiffs in Thuringia for security reasons since the end of 2018.

Since the beginning of this year, they can also be equipped with mobile emergency transmitters, if they want.

Justice Minister Dirk Adams (Greens) also referred to a legal right to information that has existed in the Free State since 2019, with which bailiffs can obtain information from the police about the dangerousness of a debtor.

In the past year, it was used 227 times, according to Adams.

In 113 cases, the police said it was dangerous.

That shows how important this regulation was.

According to the ministry, 106 bailiffs are currently working across Thuringia.

The number of seizures, evictions and deliveries with which they are commissioned has declined, especially since the beginning of the pandemic.

While there were still 209,777 orders in the pre-Corona year 2019, the number fell to 195,877 in the crisis year 2020, according to the information.

This year it is expected to be even less with 192,740 orders.

Higher bailiff Weber sees reasons for this, among other things, in the increasing personal bankruptcies.

"If the debtor goes into bankruptcy, it can no longer be enforced." Judicial dunning procedures and civil disputes are also on the decline, which in turn affects the work of bailiffs.

Weber also called for more recognition for work performance and criticized a large backlog of promotions.

Too many retired without being promoted once during their service.

According to the ministry, there are currently 41 higher court bailiffs in Thuringia, so around 38 percent work in this promotion stage.
