From October 16, employees subject to compulsory vaccination must have a complete schedule, unless there is a medical contraindication, under penalty of being suspended.

End of the tolerance period for employees subject to compulsory vaccination.

From this Saturday, October 16, these people must have a complete vaccination schedule, unless there is a medical contraindication, under penalty of being suspended.

The obligation was put in place in two stages. First, the personnel concerned had until September 14 to start their vaccination schedule. They then had one month to complete their vaccination, and could continue to work, until October 15 inclusive, provided they "

present the result of a non-contamination test

" of less than 72 hours. Then, from Saturday, October 16, the vaccination obligation comes into full force: professionals who are subject to it must provide proof of a complete vaccination schedule.

"

The student / pupil who does not respect his vaccination obligation will have his education / training suspended

", and the employee will be suspended without remuneration until he has completed his vaccination schedule. If the suspension of a worker lasts more than 30 days, the employer or the regional health agency must “

inform, if necessary, the National Council of the order to which he is responsible

”. "

A dismissal in the event of a lack of vaccination with Covid is however not possible

", qualifies the Ministry of Health.

Some 2.7 million employees are affected by this obligation.

It affects, for example, the personnel of health establishments and army hospitals, medico-social establishments, such as nursing homes, students and pupils of establishments preparing for the exercise of health professions, occupational physicians, psychologists, etc. firefighters and paramedics.

Injections against Covid-19 are included in the list of vaccines already mandatory for these professions.

Controls must be carried out by "

employers

", notes the Ministry of Health, and failure to comply with this obligation is punishable "

by a fine of up to 1,500 euros, or even more in the event of a repeat offense

".

A campaign still incomplete

On the eve of the second phase of the obligation, the vaccination campaign remains incomplete, leaving the specter of suspensions to come. Nationally, it is estimated that on October 13, 95.3% of private healthcare workers and 89.9% of professionals working in nursing homes and long-term care units (USLD) were fully vaccinated. In health facilities, the data are less recent: as of September 20, it stood at 86.6% for a complete vaccination.

At the Assistance Publique-Hôpitaux de Marseille (AP-HM), the number of people suspended remains low. “

We recorded 31 suspensions on the first phase of the vaccination obligation

,” explains Secretary General Pierre Pinzelli. Or 0.2% of the 15,000 agents concerned. To this number could be added agents today on sick leave, whose vaccination status is not known, specifies the representative. But the number of suspensions should not exceed the hundred for as much, and this low total does

not constitute a difficulty for the functioning of the AP-HM and the offer of care

.

Today, “

the vaccination rate of medical personnel is over 99%

”, and the obligation has not resulted in a significant increase in absenteeism, nor an increase in resignations. Some professionals may have been "

very shaken

" by the obligation and may have requested sick leave, and "

some requests for availability

" have been filed. But, on the whole, the AP-HM has "

very largely and quickly caught up with its delay

" on the other university hospitals of the Hexagon, notes the secretary general.

At the national level, slight disparities remain, in particular according to the categories of professionals. As of September 20, in health establishments, nursing aides and hospital service agents were slightly less vaccinated than midwives and psychologists, for example. Similarly, 96% of dentists are vaccinated, against 93% of masseurs, according to the Ministry of Health. At AP-HM, there is "

no significant difference

" between the categories. A result of "

pedagogy

" and long-term work to support vaccination, welcomes Pierre Pinzelli.

Differences can also be seen according to the territories.

We find the visible division in general population, between the north-western part of the country and that of the south-east.

In Overseas, the rates are much lower.

Across France, several thousand people therefore still have to start or complete their vaccination schedule, otherwise they will be suspended.

According to the latest feedback from the Ministry of Health, 0.6% of professionals subject to compulsory vaccination have been suspended since September 15.

That is to say “

approximately 15,000 employees out of 2.7 million personnel concerned

”.

To this figure are added 0.1% of caregivers who resigned to escape this imperative: "

it's been between 1500 and 2000, some will come back

", Olivier Véran commented on Wednesday.
