The 2021 Diploma of Secondary Examination (DSE) was released as early as July 21. However, a tutor recently released screenshots of two candidates’ DSE history review report documents, indicating that candidates with a total review score of 162 points (out of 240) were rated 5**, but another candidate without a review score, although his total score was 166, was only rated as 5*, showing the strange phenomenon of "lower score, higher grade".

The incident has aroused discussion in the academic community, and the review and assessment standards of the HKEAA have been questioned.

The Appraisal Bureau explained that it may be related to the candidate's filling in the wrong question number.

It is reported that the examinee’s original sub-question score, plus the new score for the question filled in with the wrong question number during the review, has reached the 5** threshold. Therefore, even if the review score does not reach 5**, it will still be due to the "non-grading principle" Maintain 5**.

The HKEAA replied today (15th), revealing that it will review the design and presentation of the relevant personal data report, so that candidates can understand the scoring record.

The Appraisal Bureau recently explained that the "lower score is higher grade" dispute may be related to special circumstances such as the mistaken writing of the question number by the examinee.

It is reported that the wrong question number is a "technical problem", and the wrong question number will be reviewed first. As long as the new score is added to the original score and the total score reaches the 5** threshold, it will be rated 5**.

Even if the review score of other answers drops and the total score is below the 5** requirement, the 5** rating will still be maintained under the "no-grading principle".

The HKEAA responded to the incident again this evening, stating that candidates request their personal data reports in accordance with the Personal Data (Privacy) Ordinance. The HKEAA will generally provide data subjects with relevant score records and a copy of their exam answer sheets.

As the scoring record involves multiple processes, the design and presentation of the relevant personal information report will be reviewed to help candidates understand the scoring record.

Yang Yingyu, former manager of the Assessment Development Department of the Appraisal Bureau, posted a post on social platforms today about the incident, saying that the candidates will be evaluated twice according to online pictures. It is estimated that candidates will have a chance to fill in the question number by mistake and the total score will reach 177 points or more. Describe the assessment "It is reasonable to say that the actual score is higher than 162 points." Although the situation is not common, the practice has always existed.

He suggested that when the HKEAA handles special cases, it should report it in the form of a letter, or design another form to make it easy for candidates to understand.
