Exploratory paper: What the party leaders want to implement in the coalition negotiations

Climate protection, minimum wages, voting age from 16 - the leaders of the SPD, Greens and FDP have agreed on a first joint paper on key issues. Here are the key points.

The leaders of the SPD, Greens and FDP have agreed on a joint exploratory paper - and thus recommend entering into negotiations on a traffic light coalition.

In their agreement, which SPIEGEL has before them, they insist on a "comprehensive renewal of our country."

The explorers emphasize that it is not about »profiling individual actors«.

The following points have been defined by the SPD, Greens and FDP:

Modern state and digitization

As a first point, the party leaders formulate a modern state and "digital awakening".

The acceleration of bureaucratic procedures had been an important issue for almost all parties in the election campaign - now the SPD, Greens and FDP want to implement these plans.

They set themselves an ambitious goal: »In the first year of government (should) be made and implemented all the necessary decisions in order to be able to implement private and state investments quickly, efficiently and purposefully.

Our goal is to cut the duration of the proceedings at least in half. «Laws should be subjected to a» digitization check «.

Climate protection and socio-ecological market economy

SPD Chancellor candidate Olaf Scholz emphasized climate protection as the most important point in his statement after the talks.

The exploratory paper states that the traffic light coalition wants to launch "an immediate climate protection program with all the necessary laws, ordinances and measures" in 2022.

  • An accelerated phase-out of coal-fired power generation is also mentioned under this point.

    "Ideally, this will be achieved by 2030" is the cautious formulation.

  • Germany is to be developed into "the lead market for electromobility".

    There will be no general speed limit.

    Apparently the FDP has prevailed here.

    The Greens had already announced before the talks that the speed limit on German autobahns was negotiable for them.

Flexible working hours and an increase in the minimum wage

In the first year of government, the party leaders want to increase the statutory minimum wage to twelve euros per hour - an important concern of the SPD is recorded here.

Following this, the minimum wage commission is to advise on further steps to increase.

The mini-job limit should be based on a working week of ten hours at minimum wage conditions, write the negotiators.

Employers should be supported in enabling more flexible working time models.

Statutory pension and the end of Hartz IV

"There will be no cuts in pensions and no increase in the statutory retirement age," the exploratory paper promises.

The system of private old-age provision is also to be fundamentally reformed.

  • The explorers also want to get the basic security: Instead of Hartz IV, they suggest introducing a citizen's benefit.

    "Citizens' money should respect the dignity of the individual, enable them to participate in society and be digitally and easily accessible."

  • With regard to hospital financing, the explorers propose a further development of the case-based lump-sum system - the Greens and the SPD had previously called for the system to be abolished, which, as many experts criticize, creates false incentives.

  • Nursing staff should be recruited with good working conditions and better wages and recruited abroad.

    For this purpose, the explorers are planning a staffing system.

  • There will be no citizens' insurance, as requested by the Greens and the SPD.

Children, families, education

The explorers set themselves the goal.

Providing permanent support to federal states and municipalities in digitizing the education system.

They also want:

  • Anchoring children's rights in the Basic Law

  • Further support day-care centers and (all-day) schools

  • Reform student loans and make them more independent of parents

Economy and innovation

Companies should be given the "best possible" support in the upcoming socio-ecological transformation - especially small and medium-sized businesses and the skilled trades.

Employee participation in companies should become more attractive.

The share of government spending on research and development is to increase to 3.5 percent of gross domestic product (GDP).

There will be no wealth tax like the one the SPD and the Greens wanted.

The explorers set themselves the goal of building 400,000 new apartments per year, 100,000 of which are publicly funded apartments.

This is to be implemented through an »alliance of affordable housing«.

Applicable tenant protection rules should be extended, but there should not be a rent cap.

The energetic renovation of buildings is to be promoted, and climate protection in new buildings is to be strengthened.

Freedom, diversity and democracy

The Ampel partners want to see diversity in society as an opportunity, ensure fair participation and clearly oppose discrimination.

Laws in family law, for example, should be adapted accordingly.

Every form of misanthropy should be fought.

Anti-Semitism, racism, right-wing extremism, Islamism, left-wing extremism and queer hostility are mentioned.

Civil rights are to be strengthened.

migration

Germany is a country of immigration, this should be reflected in the nationality law.

The immigration of skilled workers is to be facilitated, among other things, by a point system.

Well-integrated foreigners in Germany should get a secure residence status more easily, also through the so-called lane change of asylum seekers.

A humanitarian responsibility towards refugees is emphasized.

There should be legal possibilities for entry, family reunification, but also deportations should be accelerated.

safety

Everyone should feel safe in Germany.

Prevention should be expanded, the police should be well equipped and trained.

Protection against cyber attacks is also to be improved.

Outside and Defense

The EU should become stronger, more democratic and more capable of acting.

International action should be aligned with the UN sustainability goals.

The partners are clearly committed to NATO.

The equipment of the Bundeswehr is to be improved, but the NATO target of a GDP share of two percent for defense spending is not mentioned.

There is to be a disarmament policy offensive, arms exports are to be handled restrictively.

Suffrage

A new right to vote is intended to prevent the number of members of the Bundestag from growing.

The voting age is to be reduced to 16 years for the Bundestag and EU Parliament.
