Resistance to Lucha plans for penal measures

That was so beautifully thought in Heidelberg: Scientists should find a new place to stay in a former prison. But after years of planning, criminals could initially move in again. That arouses resentment.

That was so beautifully thought in Heidelberg: Scientists should find a new place to stay in a former prison.

But after years of planning, criminals could initially move in again.

That arouses resentment.

Heidelberg - A possible reactivation of the former Heidelberg prison "Fauler Pelz" for the penal system met with rejection in the city.

The Heidelberg University Rector Bernhard Eitel told the German Press Agency: "I see the plight of Minister of Social Affairs Manne Lucha (Greens), but do not consider the idea to be feasible."

After four men broke out of the penal system in Weinsberg, Lucha announced the expansion of capacities at two locations, naming only Heidelberg.

Even with Heidelberg's mayor Eckart Würzner (non-party), these "worrying" statements are not well received.

"We had high hopes for a more attractive subsequent use by the country." He considers it problematic to accommodate mostly mentally ill offenders in the middle of the old town.

Head of department Lucha emphasized that the use by the university was not being questioned, "But we want to use this empty facility for the penal system until the university plans can be implemented, which will certainly take another two to three years."

Eitel referred to the long-term planning with the aim of being able to provide more space for the humanities in the direct vicinity of the old town campus.

"In order to compensate for part of the enormous lack of space from which the University of Heidelberg suffers, the additional space in the old town is indispensable."

For the subjects of history and art history as well as a large number of doctoral students, several hundred work and research positions are already planned in the complex, which is up to 3000 square meters in size.

There are no alternative locations owned by the land;

only the renting of buildings is still possible.

But that is certainly not in the interests of the Ministry of Finance, which administers the country's properties.

According to Rector Eitel, the events show how long the planning and approval process between the Heidelberg building authority and the land owner took.

With faster processes, the question of a different use of the facility, which was opened in 1848 and abandoned in 2015, would not have arisen.

Modernization of the two buildings is also inevitable for temporary use.

But once investments have been made, Eitel fears that there will be predictable long-term use.
