A woman threw a dog over the fence of an animal shelter in Moers.
A walker passed the woman who was standing next to a parked car at the fence, as the Wesel district police announced on Friday.
Immediately afterwards he heard a dull noise and then saw a disturbed dog running around behind the fence.
When the man spoke to the suspect, she admitted to having thrown the animal over.

At the witness's request, the woman then went to the shelter manager, who called the police.
The 65-year-old told officials that she had taken the dogs from an elderly lady who had come to a nursing home.
Since she has no place herself and all animal shelters have refused to accept the dogs, she saw no other way out.
The woman is now facing criminal proceedings.
According to the police, it was initially unclear where the dogs would be housed.
