“Soil cannot be increased and its use should serve the general public,” Schmidt clarified in his introductory speech.

He pointed out that the city of Wolfratshausen only had little space left to build on.

The conversion of arable land into building land with planning profits in the range of 1000 to 1500 euros per square meter has been a topic in the building committee several times.

According to Schmidt, these profits could be used to create public infrastructure facilities such as kindergartens, playgrounds, schools and social housing.

Greens in Wolfratshausen: social housing alone is not enough

Jürgen Schade then explained the possibilities and legal basis of SoBoN.

"In addition to the construction of new social housing, apartments should be created for normal wage earners, especially young families," demanded the 78-year-old.

As an example of the implementation of this requirement, he cited the metropolis of Munich, which SoBoN introduced in 1994 and "has had good experiences with the cooperation of landowners, investors and construction companies".

In 2009, the Bavarian capital saved almost 500 million euros on public infrastructure and received almost four million square meters of land free of charge for public purposes or rights of use.

Freising, Gauting, Planegg: Many cities have already introduced this idea

Schade pointed out that cities such as Freising or municipalities such as Gauting and Planegg have also introduced guidelines for socially fair land use in the run-up to new building land designations.

The prerequisite is the introduction of a SoBoN guideline by the city council.

Before adopting the statutes of the development plan, an urban development contract with those interested in building is necessary.

"Among other things, it defines the reduction of part of the land or rental price," explained the expert.

Heinloth (Greens): Living space for nurses is needed

Third Mayor Annette Heinloth believes that such a model could also be implemented in Wolfratshausen.

"We have a lot of pressure to settle here and we also have to create living space for nursing staff," she said.

SPD city councilors Fritz Schnaller and Schmidt would like a SoBoN application in the city council.

Schmidt also counts on the support of the municipal housing and management company, StäWo for short.
