Tramway T 10: two associations ask the prefect to stop work

The association Châtenay Patrimoine Environnement and Sud Environnement sent a letter to the prefect of Hauts-de-Seine on Thursday asking him to stop work on this infrastructure which will link Antony to Clamart from May 2023. “We ask him to launch a new public utility declaration procedure allowing the project to correct the defects which the court recognized as being tainted ”, specify the two requesting associations.

The administrative court of Cergy-Pontoise had indeed issued a surprise decision on July 20, annulling the declaration of public utility decided by the prefect in October 2016. A completely exceptional situation which had left doubt on the continuation of the work started in November 2019.

This decision ultimately had no impact on the progress of the project, which very quickly received the support of the Minister for Transport, Jean-Baptiste Djebbari.

But even if the work continues on good track and that the tram delivery center in Châtenay-Malabry is now well advanced on a parcel of the Bois de Verrières, this decision leaves a legal vacuum which has led the department and Ile-de- France Mobilités has appealed to "reaffirm the interest of the project," said the transport union in a press release this week.

Ile-de-France Mobilités also announces that it has appointed the RATP Dev group to operate tram line 10 and the surrounding bus lines: “This public service delegation contract will begin on August 1, 2022 for a 8-year term. The delegatee will participate in operations to prepare the commissioning of the T10, the commissioning of which is scheduled for summer 2023. "

Its realization therefore seems certain for the contracting authorities but the associations point out that for the time being the "realization of the project is deprived of legal basis".

However, the ACPE and Sud Environnement do not intend to enter into a new litigation process, according to their letter to the prefect.

On the other hand, they ask him to bring together the promoters of the project and the associations which have been contesting it since 2016 "to prepare a revised T 10 project which will achieve consensus".

Clearly, re-study the route which can still be done to avoid what they denounce as an "ecological massacre" for the forest of Meudon and the wood of Verrières.
