The Standing Committee of the National People's Congress will hold meetings for five consecutive days starting next Tuesday (19th). The Standing Committee of the National People's Congress, Tan Yaozong, who was originally scheduled to leave two days later, received a notice and was suspended by the national epidemic prevention department. This is the first absence since the epidemic.

He said that he understood that it was related to a recent case in Hong Kong where an airport cargo terminal employee was diagnosed with an unknown source. Beijing is particularly nervous about this type of case, but it is difficult to further speculate on the reason for the "foot ban."

Looking back at the meetings of the Standing Committee of the National People's Congress since the epidemic, except for the first outbreak of the epidemic last year, the two regular meetings were held by video; for the remaining twelve meetings, Tan Yaozong went to Beijing to attend. During the two peaks of the epidemic in Hong Kong, a single day Breaking hundreds, catching waves of groups, attacking closed areas...all without hindrance, he went to Beijing for a meeting.

Tan Yaozong revealed that in the last regular meeting as early as August, the national anti-epidemic department advised him not to attend for the first time, but because the agenda discussed the "Anti-Foreign Sanctions Law" included in Annex III of the Basic Law, he was allowed to proceed with his insistence.

This time to raise the alert and impose the ban, it coincides with the negotiation between the two places for customs clearance. It seems that the customs clearance without isolation seems to be far away, or it further confirms the earlier news that the customs clearance may wait for March next year.

In August, it was reported that customs clearance had to wait until the end of the Winter Olympics

"Hong Kong 01" reported in August this year that there was a good chance that customs clearance with the mainland would be postponed until the Beijing Winter Olympics. That is, in March next year, the news at the time proved to be from the mainland officials.

Tan Yaozong was advised not to go to Beijing for the first time. It was the regular meeting in August, which coincided with each other in time.

It was just half a year before the Winter Olympics and entered the final stage of preparations. The news described that the Winter Olympics involves international image, and it is a competition with the Tokyo Olympics as a national system. There is no room for loss.

According to the records, the regular meeting in February last year coincided with the outbreak of the epidemic. 57 Standing Committee members who were not in Beijing participated in the video format, accounting for one-third of the total number of participants. They had to show their hands through a computer screen to vote; the following April The same arrangement was adopted for the regular meeting.

On the 21st day before the conference, there were only 19 local infections and one case respectively. However, when the epidemic first broke out, local governments were relatively nervous.

Subsequent meetings from June to November have Hong Kong-related agendas, including discussions on the "Minato National Security Law", extension of the Legislative Council and disqualification of members. Among them, the regular meeting in August collided with the third wave of the epidemic in Hong Kong, which was 21 days before the meeting. There are nearly a thousand local infection cases in Hong Kong, among which nearly 600 are of unknown origin, and a nationwide test has begun. Tan Yaozong went to Beijing to attend the meeting as scheduled.

Last December, the outbreak agenda did not involve Hong Kong and went to Beijing as usual

However, it is worth noting that there have been seven meetings since December last year, and five of them have no agenda related to Hong Kong. During this period, the fourth wave of violent and longest epidemic broke out. It took six months and the primary and secondary schools were completely closed.

The peak lasted from December to February last year. In the 21 days before one of the regular meetings, there were more than 800 local infections, 500 of which were of unknown origin, but they did not affect Tan's visit to Beijing.

On the contrary, as the fourth wave of the epidemic subsided in Hong Kong, the Beijing authorities increased their vigilance. The previous two regular meetings of the Standing Committee, namely in June and August, 21 Hong Kong had zero local infections before the meeting.

But once in August, Tan Yaozong had received a notice before his trip, suggesting that he should not go to Beijing to attend in person.

Obviously, the occurrence of cases of unknown origin is not the only reason, and there are other considerations behind it.

Cases of unknown origin are obviously not the single reason for the ban

Tan Yaozong told "Hong Kong 01" that going to Beijing to attend the Standing Committee meeting is actually quite strict. Many procedures are handled by the Standing Committee of the National People's Congress. There is no need for individual Standing Committee members to rush from side to side.

He said that every time he goes to Kyoto, he must keep recording his body temperature one week in advance. It is not a problem to complete the vaccination. You must obtain a negative nucleic acid test within 48 hours before departure. The regulations are only allowed to be "point-to-point", and the restrictions have remained the same since the epidemic.

It is obvious that a ban is still being imposed under such strictness.

The Beijing Winter Olympics will begin on February 4 next year. It is reported that the International Olympic Committee reviewed Beijing’s epidemic prevention and control policies at the end of last month and will implement strict measures, including "closed-loop management" for athletes.

According to the Beijing Health Commission, there have been no new cases in the city for more than 70 consecutive days. Only Heilongjiang, Fujian, Inner Mongolia and Xinjiang have reported sporadic local infections in the past 21 days. They have subsided since October, with only one case and two cases.

Liu Zhaojia: I don’t want to take risks without any Hong Kong agenda

Tam Yaozong believes that in these places where there are local infections, the Standing Committee should accept a "foot ban", and this regular meeting does not involve Hong Kong's agenda. He laughed and said that he would "appeal" the ban without justification.

Liu Zhaojia, vice president of the National Hong Kong and Macau Research Association, also said that there is no Hong Kong agenda for this meeting, and I believe the central government does not want to risk spreading the virus.

He pointed out that the "ban" also reflects the central government's dissatisfaction with the epidemic situation in Hong Kong. If Hong Kong is unable to keep up with the mainland in terms of epidemic prevention and anti-epidemic, or is recognized by the mainland, customs clearance in the future will be difficult.

The request for customs clearance was personally instructed by Deputy Prime Minister Han Zheng to start a docking of experts from the two places. The first meeting of the mainland put forward five epidemic prevention requirements, one of which was aimed at high-risk groups such as airport employees.

Tan Yaozong hopes that customs can be cleared before the Lunar New Year so that citizens can return to their hometowns for the holidays.

However, if the Beijing Winter Olympics are a major consideration, citizens seem to be prepared to stay in Hong Kong for the New Year.
