After the exploration is before the coalition talks: SPD, Greens and Left want to start this week to forge a new alliance for Berlin.

You don't have to wait long for criticism.

Berlin - In Berlin, the SPD, the Greens and the Left are facing talks for a new alliance. The three parties want to negotiate the framework of a new coalition from the middle of the week. The basis is a paper with 19 guidelines for future cooperation. The negotiations are scheduled to start on Wednesday or Thursday. Party bodies still have to agree beforehand. The meetings of the state boards of the SPD led by Franziska Giffey and the Left as well as the Green State Committee are planned for Monday.

The SPD top candidate Giffey defended the decision for coalition talks with the Greens and the Left at the weekend.

"We really didn't make it easy for ourselves, but at the end of the talks we decided that in this constellation we have the greatest chances for a promising and also successful and stable government," said Giffey on RBB-Inforadio.

"For me it is important, and that was also crucial in the explorations, that we get through as many social democratic points as possible."

Green top candidate Bettina Jarasch believes that negotiations can be concluded by the end of November.

“It's sporty, that's pretty close.

But I think we will get there because we already know each other and are not starting from scratch, ”Jarasch told the German press agency.

The most demanding is the question of the financial framework and prioritization.

“There were a lot of things in the last coalition agreement that we knew that we probably wouldn't be able to finance all of them,” she said.

This time, due to the structural deficit of two billion euros in the budget caused by Corona, there must be more budget clarity and truth from the start.

"It will still take some tough talks."

Left country chief Katina Schubert spoke in the “Tagesspiegel” of a “good basis for entering into negotiations and I believe that we can achieve a viable program for five years”. Schubert defended the agreed path on the question of the expropriation of large housing groups. “We are breaking new legal ground,” said Schubert. "It must now be worked out exactly how it works legally and then also in practice."

The plans have met with criticism from the tenants' association and the expropriation initiative. There was talk of disappointment and delaying tactics in communications. "The promised social awakening and progress can hardly be seen in living, renting and building," said the Berlin tenants' association. “Instead, a standstill is to be expected to a large extent because no solutions are offered for the massive problems,” said Managing Director Reiner Wild. Tenants would continue to be fobbed off with completely inadequate protective regulations.

The initiative “expropriate Deutsche Wohnen und Co.” does not want to accept the “transparent delay tactics”. In a democracy it is necessary to respect the will of the people. "And that means in the case: Now is socialized!" In the referendum, a clear majority had spoken out in favor of expropriating large housing groups. The initiative called for the drafting of a socialization law to be recorded in the coalition agreement.

The SPD, the Greens and the Left want to promote new residential construction "with the highest priority".

The goal is 20,000 new apartments per year.

Municipal housing associations, cooperatives and private housing companies are to participate in an alliance for new residential construction and affordable housing.

For the referendum, it was agreed to set up a commission of experts to examine the possibilities and requirements for implementation within one year.

From the point of view of the CDU chairman Kai Wegner, “remaining bourgeois stocks within the SPD were undermined in the selection of the coalition partners”.

This coalition has a left imbalance and is a shame for Berlin, it said in a statement.

"Since the strength for a new start was already lacking, Berlin is threatened with another five years of controversy and standstill."

FDP country chief Christoph Meyer called the exploratory paper "a written manifesto of the way things are going". In all subject areas, Giffey falls short of the expectations that she herself has aroused. "The left coalition starts as it ended - only that this time it is unclear who actually leads this alliance," it said in a statement.

With the upcoming coalition negotiations, the SPD, the Greens and the Left still have a lot to do, according to political scientist Stephan Bröchler.

The three parties had agreed on guidelines.

"But with the start of the coalition talks, the real hard work for Red-Green-Red only begins," said Bröchler, who teaches at the Berlin School of Economics and Law (HWR), of the German Press Agency.

Now it is a matter of formulating the plan for future government work with the coalition agreement.
