- The year is 2016: The footpath and cycle path between Palzing and Haindlfing along the district road FS 9 is being planned. A protective device made of concrete is planned for the bridge over the Amper to protect pedestrians and cyclists from cars. This is an inexpensive option, 670,000 euros are being made available for the project. We will write at the end of 2021: You have to reschedule, the costs will rise to 3.3 million euros.

The district committee and the district council have now been presented with the new plans by the district's civil engineering authority, Andreas Kemper.

As Kemper explained, the in-depth considerations on the bridge conversion showed that the variant of the protective device was not possible for static reasons.

And that is why a major intervention in the structure is necessary for the realization of a sufficiently wide and safe footpath and cycle path.

Above all, the bridge caps would have to be renewed.

This is the only way to guarantee the required level of safety on the bridge.

There is a prominent example of this measure in the immediate vicinity, as Kemper explained: namely the footpath and bike path along the district road FS 8 between Kirchdorf and Burghausen, which was completed in 2020 (and caused a sensation across Germany because of its "humps").

In the course of this road construction, the Amperbrücke there was rebuilt in the same way as it is now to be done on the FS 9: Renewal of the sealing, renewal of both caps and pivoting of the roadway.

The current planning provides for total costs of 3.3 million euros due to the necessary construction work on the bridge. The work now required on the bridge alone costs 1.8 million euros, plus 800,000 euros for the actual walkway and bike path, 100,000 euros for adapting the roadway and around 300,000 euros in each case for a safety surcharge and planning services. After all: the district can count on a grant of 1.1 million euros, as Kemper explained.

However, it was not the measure itself that caused discussions among the district councils, nor did the increase in costs, but another piece of news in the factual report: The project may have to be implemented in two stages, because the property negotiations in the Zollingen area have been positively concluded, but in the Freising area not yet. Due to a lack of time, the city has not yet managed to intensively advance the property negotiations, said District Administrator Helmut Petz.

Kirchdorf's mayor Uwe Gerlsbeck (CSU) protested against this: one should first “clarify” whether all the necessary land could really be acquired by the city of Freising.

Otherwise “the bike path ends in nirvana if we are unlucky”.

Rainer Schneider (FW) agreed.

His proposal, which was then decided unanimously: only award contracts when all property negotiations have been successfully concluded.
