The Consumer Council pointed out that when some citizens used the "100 yuan minus 15 yuan" coupon discount, after the staff failed to read the QR code many times, the QR code had a 10-minute time limit and ultimately could not be used.

After understanding by the Consumer Council, the company involved in the sale of household goods stated that there was a problem with the cash register system that day, while the electronic payment platform replied that it might be caused by the dark or reflective screen of the mobile phone, reminding consumers to try to adjust the mobile phone screen brightness.

The restaurant has repeated deductions for nearly a month before getting a refund

Some citizens paid with vouchers during lunch checkout at the restaurant on August 1. They saw that the electronic payment program had deducted RMB 691. However, the restaurant staff pointed out that the receipt was not printed, indicating that there was no deduction and requested another payment.

The staff claimed at the time that if there were repeated charges, the relevant electronic payment platform would follow up.

However, the citizen later discovered that he was repeatedly deducted. When he repeatedly asked the e-payment platform and the restaurant involved, the e-payment platform stated that it had not received a clear reply from the restaurant, and the restaurant alleged that the e-payment platform had not contacted them and complained. People believed that the two precluded each other and lodged a complaint with the Consumer Council. After intervention, the complainant finally received a refund on August 23.

The minimum consumption for restaurants is 100 yuan

In addition, some citizens wanted to pay 42 yuan with consumption coupons after drinking morning tea in a restaurant in early August, but they were rejected by the staff, saying that the consumption coupons had a minimum consumption of 100 yuan.

Later, the restaurant manager explained that the cashier office had posted a notice stating that no matter which electronic payment tool was used, the minimum consumption amount was 100 yuan.

The complainant then inquired with the Consumer Council. The Consumer Council reminded the restaurant to make improvements and forwarded the case to the relevant electronic payment platform. After the platform responded to the investigation, no relevant situation was found again.

Some complainants also pointed out that after using consumer vouchers to purchase membership points and using the points to purchase products, merchants will only refund part of the money when refunds are out of stock. Points purchased with consumer vouchers cannot be refunded in cash.

There are electronic platforms that require merchants and consumers to negotiate refund arrangements on their own

According to the Consumer Council, merchants should only charge the actual price of the goods or services, and should not charge additional handling fees or set a minimum consumption.

The Consumer Council quoted four platform companies as saying that they will investigate upon receipt of complaints. If the incident is found to be true, they have the opportunity to terminate cooperation with the relevant merchants.

As for the refund arrangement, three electronic payment platforms stated that the money would be directly refunded to the coupon account, while another platform stated that due to different operating modes, the refund arrangement would be negotiated and decided by the merchant and the consumer.
