I'm afraid not necessarily.
Hong Kong has been labelled as a "cultural desert" for many years, and the main reason is precisely the government's attitude towards cultural and artistic development.
The SAR government has always been proud of Hong Kong’s “gathering of Chinese and Western cultures”. However, under the government’s blindly following the trend of Western culture, traditional Chinese culture has not been taken seriously, and Hong Kong has lost its unique charm. Under the social ethos of "profits at the forefront", art and culture seem to have become a gadget of the upper class, and it is hard to say that it has become popular among the general public.
As for the way of cultural development, the SAR government has always been inseparable from "holding events", copying foreign art festivals or cultural events, and superficially.
Therefore, even if the Cultural, Sports and Tourism Bureau is established, if the thinking remains the same, I am afraid that the development of art and culture in Hong Kong will not be much different from the past...
