Berlin - After the joint exploratory talks, the SPD, Greens and FDP published an extensive key issues paper.

This contains many important points that should point the way for the traffic light coalition.

A reform of the previous Hartz IV system is also briefly discussed in the twelve-page paper.

Literally it says: “Instead of the previous basic security (Hartz IV) we will introduce a citizen's allowance.

The Bürgergeld should respect the dignity of the individual, enable them to participate in society and be digitally and easily accessible. ”That all sounds fine, but what does that mean for current Hartz IV recipients?

The exploratory paper makes it clear that citizen benefits are not a kind of unconditional basic income.

It should continue to be only a basic security and recipients should continue to try to return to the labor market.

The sanctions for Hartz IV recipients in particular have been hotly debated in the past.

Because if you didn't try to get a job, you got less money from the state.

The Ampel-Coalition would like to keep this controversial concept in principle, but the Federal Constitutional Court made strict requirements in 2019, which are awaiting a legal regulation.

According to the traffic light plans, however, the "duty to cooperate" should be adhered to.

Only the possibilities of reducing bureaucracy are being examined.

How exactly these should look is still open.

Citizens' money should improve additional earning opportunities

So far, this doesn't really sound like fundamental changes. So is Hartz IV just getting a new name? No, a change is very clear. The three parties want to improve the opportunities for additional income. Thus, it could be worthwhile for social welfare recipients to take on an extra job in the future. So far, this has hardly been the case, as there is often not more money left in the end than without the additional job. Now the “incentives for employment” are to be increased.

During the corona pandemic, the federal government made access to Hartz IV services much easier.

There will be no review of the assets of Hartz IV applications until December 31, 2021.

The examination of whether the applicant's apartment is possibly too big for his circumstances is still suspended until the end of this year.

The Ampel-Coalition wants to examine whether these rules are generally no longer applicable to citizens' money.

Finally, it is still unclear whether the rule sets will be increased with the planned name change.
