The Supreme Council for Economic and Social Planning, in its meeting today headed by Prime Minister Hussein Arnous, approved the initial appropriations for the state’s draft general budget for the next year 2022 at 13325 billion Syrian pounds, compared to 8,500 billion for the 2021 budget, and set spending directions on projects for each ministry in the investment and current sectors.

The initial value of social support included in the budget items amounted to approximately 5529 billion, compared to 3,500 billion in the 2021 budget, where the government's commitment to the issue of support and its relentless pursuit of rationalizing it and delivering it to its beneficiaries was emphasized.

The council identified the budget’s directions by re-arranging spending priorities to ensure the optimal use of available resources, advancement of the production process, securing basic services for citizens, focusing on projects that have already been implemented, listing their priorities and rearranging them, and supporting and stimulating the agricultural, industrial and tourism sectors in order to achieve the development of these sectors, provide new job opportunities, increase production and secure The need of the local market and export based on the principles of self-sufficiency, food security and market balance.

Engineer Arnous stressed the need for spending priorities in the budget to focus on the productive areas of each ministry and to make double efforts to translate the credits into real production, especially in the sectors of agriculture, industry, tourism, oil and electricity, and work to improve services, reduce electrical energy losses, increase the areas cultivated with modern irrigation, and reclaim and invest more agricultural land. And promoting the Syrian product abroad.

Engineer Arnous asked the Ministry of Finance and the Planning and International Cooperation Authority to prepare a monthly tracking and auditing program for the ministries’ investment spending on implementing projects, according to the priorities and needs of each sector, in addition to the projects implemented in cooperation with international organizations, stressing that priority is given to completing projects that have reached advanced completion rates.

The Council stressed the exertion of utmost efforts to achieve what was approved in the budget of each ministry, which will reflect positively on the production and service realities, explaining that the state continues with its plan to restructure the support and ensure that it reaches the segments that are genuinely entitled to it and find ways to improve the living conditions of citizens and enhance partnership with the economic activities of the sector The private sector and the need for unions and federations to participate in preparing plans and drawing future strategies for the productive sectors.

It was agreed to include a number of additional priority service and development projects in the investment plans of a number of ministries. Work was also emphasized to improve the cost-effectiveness of the budget at the national level and the importance of having specific criteria for each ministry to measure the safety of implementing its investment plans.
