After the cyber attack on the municipal IT service providers in the state capital, the administrations concerned set up analog procedures in many places in order to offer services again.

The extent of the damage is still being investigated.

Schwerin - In order to get the citizen service in Schwerin and the Ludwigslust-Parchim district up and running again after the cyber attack on the municipal IT service provider, the administrations have reintroduced analog processes in many places. “As far as the subject of provisional passports, children's passports and express passports are concerned,” said Schwerin's Mayor Nico Badenschier (SPD) on Tuesday, the services could be secured again. You receive administrative assistance from two local authorities in the surrounding area. In addition, the electronic administration association MV supports the city of Schwerin and the district of Ludwigslust Parchim with the services of the registry office.

According to Badenschier, there has also been progress in securing payments of “subsistence aid” and basic security in old age, which are due at the end of the month. We are talking about a few thousand payments. According to the information, it is unclear how automated the payments are carried out or whether employees have to fill in the transfer slips by hand. It could take weeks or months for everything to go back to the way it was before the attack. According to the mayor, the administration is in close contact with the Anhalt-Bitterfeld district in Saxony-Anhalt, which was also the victim of a cyber attack this year.

In the Ludwigslust-Parchim district, the citizens' offices cannot offer any district services until the end of the week, according to the district administration on Tuesday. The tasks of the district include vehicle registration, the issuing of driving licenses, the extension of hunting licenses or the issuing of extracts from the land register. The collection of bulky waste was also further disrupted. In this way, appointments that have already been assigned can neither be processed nor new ones agreed. The removal of household waste, paper and bio bins as well as the yellow bags is not affected.

The extent of the attack on the Mecklenburg municipal service (KSM) and the Schwerin IT and service company (SIS) is still unclear, according to Badenschier.

The investigative authorities were in the process of recording the damage, it said.

In addition, the IT forensic scientists are trying to find out which of the responsible criminals can be found.

The shared servers of the KSM and the SIS were attacked early Friday morning with malware that encrypted parts of the data stored there.

After the attack was discovered, the companies shut down their entire IT infrastructure.

On Monday, municipalities reported IT problems that are not KSM / SIS customers.

As the state IT service provider DVZ had announced, these problems were not related to the cyber attack.

Instead, a malfunction of the “VOIS MESO platform” is responsible for the problems in the reporting system, and they are working flat out on a solution to the problem.

The DVZ, which operates the nationwide secure administration network "CN LAVINE", had disconnected twelve municipal facilities from this network on the day of the cyber attack in order to prevent it from spreading, it said.

In addition to facilities that were served directly by the KSM, the Schweriner IT- und Servicegesellschaft mbH (SIS) and the electronic administration association were among them.
