Paying drivers instead of passengers: how Rouen wants to encourage carpooling

2021-10-19T16:10:34.596Z

To facilitate the decongestion of road traffic, the Normandy metropolis has decided to finance planned carpooling trips with the Klaxit application.

Autosolisme: the act of traveling alone in your car.

The practice is ultra-dominant.

In Rouen, the average number of people per car is 1.1, which roughly corresponds to the national average.

A figure that seems all the more absurd in view of the kilometers of traffic jam recorded each year, in the Norman city as elsewhere.

To rationalize the use of the automobile mode of transport, the Rouen metropolis has decided to encourage carpooling by relieving passengers of carpooling fees for any trip planned with the Klaxit application, the European leader in home-work carpooling.

We looked for the application that best suited our needs.

Klaxit seemed more suited to planning commuting than Blabla Car, designed more for occasional long distances,

”explains Nicolas Mayer-Rossignol, mayor of the metropolis of Rouen.

Growing popularity

For a trip to be eligible for this financial support, it is sufficient that its point of departure or arrival is located within the metropolis.

Each driver is paid a bonus at the rate of 10 cents per kilometer and per person, with a floor of 2 euros and a ceiling of 4 euros.

The metropolis is also setting up a guarantee service with the sending of a car to passengers who find themselves without a driver.

Launched a year ago as an experiment, the initiative was rolled out last month.

As of October 15, it had 4,500 people registered, or 2,000 more in three weeks, for an average remuneration of 2.40 euros.

At the same time, the metropolis claims to develop the offer of public transport, for which it has set up free on Saturdays.

She sees carpooling as a complementary solution, particularly suitable for residents who live outside urban areas, where it is difficult to set up an effective network of public transport lines.

Another advantage is that this solution does not require an agreement between community of municipalities for users residing outside the metropolis of Rouen.

An asset in view of the importance of these incoming-outgoing flows.
