Chief Executive Carrie Lam Cheng Yuet-ngor proposed the construction of three wetland parks in this year's "Policy Address". The land of the Nanshengwei Wetland Park, the largest of which is owned by Henderson (0012) and the Fu Laorong family, is jointly owned.

"Hong Kong 01" found that the area had been approved by the authorities to build about 100 village houses as early as half a century ago, but the consortium hopes to have greater development. It has been in lawsuits with the government for many years and even appealed to the Privy Council of the United Kingdom; it has been repeated over the years. The planning changes were rejected by the Town Planning Board. The latest plan to build more than 2,500 private homes and subsidized housing. The Town Planning Appeal Board concluded the case in November last year, but has not issued a verdict so far.

Lam Cheng's "extraordinary" thinking is bound to influence the planning of Nan Shengwei.

The Fu family spoke for the first time. In response to the "Hong Kong 01" inquiry, they stated that "I hope that no one will deliberately influence the decision of the Town Planning Appeal Board." Conservation.

In 1965, land premium was approved to build 100 village houses

Among the private fish ponds and wetlands that the government intends to repossess, Henderson Land and the Nan Sang Wai land held by the former Macau gambling king Fu Laorong family occupy at least 95 hectares.

As early as 1957, Fu bought the "Nan Shengwei Construction Industry Co., Ltd." which held the land.

The director of the company, Fu Houze, once said, "My grandfather bought the fish ponds and farmland in Nan Shengwei, hoping to build a small village one day to cherish the memory of his rural hometown in Guangdong where he was born and grew up."

Nan Sang Wai Jianye was approved by the then Executive Bureau in 1965 to build about 100 village houses on the land at a premium of 31,000 yuan.

In the 1990s, the sale of half of the shares to Henderson had appealed to the Privy Council

However, after being approved to build the house, Fu did not start the construction. Until the 1990s, he sold half of the shares of "Nan Sang Wai Construction Co., Ltd." to Henderson Land.

"Nam Sang Wai Construction & Industry Co., Ltd." applied to the Town Planning Board in 1992 to develop residential and golf courses there, and to establish a nature reserve on the Diao Chau site.

After the Town Planning Board rejected it, the developer appealed to the Privy Council of the United Kingdom, and was finally granted permission under conditions.

The city planning has repeatedly rejected the development application, the appeal hearing is completed, and the judgment has not been issued

However, the developer later repeatedly applied for an extension of the development period, and in 2010 the Town Planning Board refused to grant another extension.

Kwong Hing Real Estate of the Fu family re-led the Nan Sang Wai project in 2011, and submitted a new development plan to the Town Planning Board the following year to apply for an increase in the number of houses to be built. The application scale increased significantly to more than 2500 units.

In 2013 and 2016, Fu submitted new development plans to the Urban Planning Board twice.

The application was repeatedly postponed, and the City Planning Board rejected the application in January 2016.

Fu further appealed to the "Urban Planning Appeal Board Panel" on the two rejected proposals in 2013 and 2016.

The hearing ended in November last year, but no judgment has been issued so far.

In the plan submitted by Fu, land was reserved for the construction of home housing and elderly care centers.

Fu's first response

However, regardless of whether the appeal is straightforward or not, Fu can have the permission to build 100 village houses in the 1960s to the government for land premiums.

However, Carrie Lam's "policy address" this year "exceptionally" proposed to build three wetland parks, and Nan Shengwei is one of them, which will inevitably affect the development plans of the Fu Family and the Henderson Foundation.

The Fu family spoke for the first time, responding to "Hong Kong 01" enquiries, saying that the Town Planning Appeal Board is currently preparing a judgment, "I hope no one will deliberately influence the decision of the Appeal Board at this time."

The spokesperson said that in 2015, when the plan for the "Twin Inclusion" project was submitted, the government stated at that time that it would not take back private wetlands for conservation due to the huge expenditure involved.

Looking through the information, in November 2004, the then Secretary for Environment, Transport and Works, Liao Xiudong, announced the "New Nature Conservation Policy", which refers to plans such as land resumption, land exchange, and off-site mitigation measures, which involve huge financial and land resources, which are not feasible.

The spokesman pointed out that if the proposed plan is passed, the government will obtain 144 hectares of wetland free of charge, as well as several billion yuan in land premiums; the project will provide the community with 2,500 residential units, some of which can become government-subsidized housing units. ; If the government does not set up subsidized housing units on the site, it may consider turning it into a youth hostel.

The spokesperson believes that the proposed conservation plan will be borne by the developer, and the wetland can be immediately conserved, saving the government's expenditure, and investing the resources in the development of the more needed "Northern Metropolis".

The title deed for building a house in Nam Sang Wai in 1965 was very hot for developers. Without government support, it would be no easy task for developers to build a house.

The housing terms are quite harsh. The government does not provide sewers, fresh water, and connecting roads.

It is worth noting that the land deed for building at Nam Sang Wai in 1965 was very harsh for developers. It stated that the government would not provide sewage drains, and did not promise when they would be provided, nor would they be able to provide drinking water.

In addition, developers have to build and maintain the roads connecting the land to Xintian Highway.

In other words, without government support, it will not be easy for developers to build houses.

The policy address is about building houses on wetlands to offset the lack of infrastructure or expanding the scope of damage to the green belt. Research
